Ordinance 1514ORDINANCE NO.1A lcf AN ORDINANCE OF THE CITY OF EDMONDS, WASHINGTON AMENDING THE 1970 BUDGET IN THE WATER -SEWER DEPARTMENT AND CURRENT EXPENSE FUND FROM ITEMS OF UNANTICIPATED INCOME TO PARTICULAR ITEMS OF EXPENSE GREATER THAN ANTICIPATED IN THE PREPARA- TION OF THE 1970 BUDGET, AND CREATING A NEW FUND FOR THE "TOPICS" STREET STUDY PROGRAM. THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON DO ORDAIN AS FOLLOWS: Section 1. Ordinance No. 1454, adopting the 1970 budget for the City of Edmonds, be and the same is hereby amended as it relates to the Water -Sewer Department necessitated by reason of income greater than that originally anticipated at the time of the preparation of the 1970 budget due to sale of water in greater amount than esti- mated and an increase in the water -sewer rate by transfer- ring from unanticipated income derived from said sources to the following budgeted items: A. Treatment Plant Expense (19.272) the sum of $9,000; B. Excise Tax (19.287) and City Tax (19.287, sub- sequently 19.288) the sum of $6,110; and C. Water Purchased (19.228) the sum of $27,000. Section 2. Ordinance No. 1454, adopting the 1970 budget, is hereby amended within the current expense fund from unanticipated income by reason of the provision of the 1/2 per cent sales tax which had not been anticipated at the time of the preparation of the 1970 budget to the following budgeted items: A. Civic Center, Contractual Services, Fuel, Oil, etc. (17.226) the sum of $4,127 necessitated by the cost of trash removal exceeding the cost originally anticipated in the preparation of the 1970 budget; B. Fire Department, Insurance on City Property (6.230) the sum of $780 by reason of the increased cost of insurance audits not originally anticipated in the preparation of the 1970 budget; C. Fire Department, Professional Services, Volunteer Firemen (6.234) the sum of $3,220 by reason of there being more emergency calls than anticipated in the preparation of the 1970 budget. Section 3. Ordinance No. 1454, adopting the 1970 budget, is hereby amended within the current expense fund by transferring from unanticipated income from Utility Taxes which taxes were greater than anticipated at the time of the preparation of the 1970 budget to the following budgeted items: A. Police Department, Salaries and Wages (5.110), the sum of $4,613 by reason of midyear salary increases through labor negotiations; B. Police Department, Employee Benefits (5.210) the sum of $640 necessitated by reason of midyear salary increases resulting from labor negotiations; C. Police Department, uniform allowance (5.216) the sum of $2,378 necessitated by reason of increased uniform allowance resulting from union negotiations; D. Police Department, Vehicle Rental (5.255) the sum of $5,291 necessitated by reason of estimates on vehicle usage and cost being less than originally antici- pated in preparation of the 1970 budget; E. City Supervisor, Mileage and Subsistence (2.289) the sum of $115 necessitated by greater demands of travel -2- and subsistence by reason of increased duties as Chief Administrative Officer. Section A. Ordinance No. 1454, adopting the 1970 budget is hereby amended within the current expense fund by including the newly established position of Finance Director within the Treasurer's Office, Salaries (4.110) at the rate of $1,000 per month from the unexpended portions thereof. Section 5. Ordinance No. 1502, adopting a new item within the 1970 budget referred to as the Traffic Safety Study and expenditures therefrom within the Maintenance and Operation of the Street Department Fund, be and the same hereby is amended by the creation of a new fund designated as "TOPICS" (Transportation Operations Program to Increase Capacity and Safety) into which fund shall be placed monies applicable to said safety study including those received from the Federal Department of Transporta- tion, pursuant to Title 23, U.S.C., and expenditures as authorized by said Ordinance No. 1502 pursuant to the applicable federal and state standards and conditions relative to the award made to the City of Edmonds from said program.
