AN ORDINANCE OF THE CITY OF EDMONDS, WASHINGTON, AMENDING THE 1979 BUDGET BY AMENDING ORDINANCE NO. 2042 PASSED BY THE CITY COUNCIL ON DECEMBER_5, 1978, BY RESTATING THE CASH CARRY-OVER AMOUNTS WHICH WERE NOT FINALLY ASCERTAINABLE UNTIL AFTER PASSAGE OF THE 1979 BUDGET; INCREASING THE REVENUES AND APPROPRIATIONS TO AND FROM CERTAIN FUNDS; AND DECLARING AN EMERGENCY. WHEREAS, the City is required by applicable State law to finalize its 1979 Budget prior to the commencement of said fiscal year, and WHEREAS, Cash carry-over amounts must of necessity be estimated only, as final expenditures from the preceding annual budget are not ascertainable until after the new fiscal year has commenced, and WHEREAS, since the passage of the 1979 Budget the cash carry-over amounts have been ascertained necessitating an additional appropriation of said amounts, and WHEREAS, certain items that were budgeted for expenditure in 1978, were not in fact completed and paid in 1978 necessitating the requirement for reappropriation in the 1979 Budget, and WHEREAS, there are newly created revenues as a result of a recent passage of an increase in the utility tax rate, the amount of which could not be reasonably anticipated at the time of passage of the 1979 Budget, and WHEREAS, the City Council finds and so declares -1- that there is an emergency necessitating the passage of an ordinance amending the 1979 Budget to increase the revenues and appropriations in the funds set forth hereinafter as expenditure and appropriation of said funds is necessary to provide needed services to the citizens of Edmonds, and WHEREAS, this Ordinance has been introduced at least five (5) days prior to its passage, now, therefore, THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO ORDAIN AS FOLLOWS: Section 1 Section 2 of Ordinance 2042 passed on December 5, 1978, and the schedule of revenues and appropriations for each individual fund and the aggregate totals thereof set forth in Exhibit "A" to said Ordinance and incorporated by reference therein, is hereby amended to reflect the following changes: A. The revenues and appropriations in General Fund No. 001 are increased by the sum of $103,900.00 as a result of unanticipated revenues received during 1978 and certain expenditures budgeted for in 1978 having not been made during the fiscal year 1978. B. The following appropriations within the General Fund are hereby made: 1. City Attorney Department No. 200, the additional sum of $9,451.00 for revision of the City Code. Said funds having been budgeted for in 1978 and not having been expended during -2- said fiscal year requiring a reappropriation of the same for completion of the Code during fiscal year 1979; 2. Appropriation of $10,280.00 to the Finance Department No. 400 for PERS liability; 3. The Police Department Fund No. 500 for the sum of $9,260.00 for equipment rental fund liability; 4. Parks and Recreation Division the sum of $1,166.00 for the Pine Ridge Park fence and permit application for the Underwater Park; 5. Finance Department No. 400, the inter - fund distribution budget line item, the sum of $73,743.00 to be transferred to the Council Con- tingency Fund No. 119. C. An additional increase of revenues and appropiations to the General Fund No. 001 of the sum of $44,000.00 and as a result of the newly enacted utility tax rate increase and a corresponding increase in Finance Department No. 400, the inter -fund distri- bution budget line item, for the purpose of transferring said funds to the Edmonds Elementary School Acquisition/ Development Fund No. 336. Said monies to be used for paying interest on any obligations issued to acquire and maintain said building. D. An increase in the anticipated revenues -3- and appropriations to and from the Edmonds Elementary School Acquisition/Development Fund No. 336 by the sum of $612,000.00. Said revenue resulting from the now anticipated issuance of interest bearing warrants and/or general obligation bonds for the acquisition, rehabilitation and/or maintenance of said facilities. E. An increase in the revenues and appro- priations from the Underground Wiring Fund No. 115 by the sum of $26,035.00 as a result of increased cash carry-over due to the fact that projects anticipated and budgeted for in 1978 did not materialize to the point of implementation, necessitating a reappropriation of said monies. F. An increase in revenues and appropriations to and from the Coastal Zone Management Project Fund No. 192 of $1,484.00 to reflect additional revenues in said fund and appropriate the same. G. An increase in the revenues and appro- priations to and from the Capital Improvement Fund No. 325 of the sum of $20,600.00 being revenue anticipated to be received in the form of reimbursements from Federal and State grants and reflecting that certain projects that were contemplated to be completed in 1978 and budgeted for were not in fact completed during said fiscal year thus necessitating the reappropriation of these sums to complete those projects during fiscal -4- 1979. Section 2. The schedule listing each separate fund, the revenue estimated to be received by said fund, the appropriations from each said fund and the aggregate totals of the revenues and appropriations for all of said funds is set forth in Exhibit "A" attached hereto and is hereby incor- porated in full by this reference. Section 3. The Finance Director is hereby directed and authorized to make the necessary line item adjustments and entries to reflect the increases in revenues and appropriations set forth hereinabove. Section,4. The City Council hereby declares and specifically finds that this Ordinance is necessary for the public health, safety and general welfare and that an emergency exists requiring it to be effective immediately upon passage as the amendments to the Budget as set forth hereinabove are needed in order to enable the City to provide necessary services to its citizens. 0A if MAYOR, H.
