AN ORDINANCE OF THE CITY OF EDMONDS, WASHINGTON,
PLACING THE DUTIES OF THE TREASURER'S OFFICE
UNDER THE CITY FINANCE DIRECTOR, SPECIFYING THE
DUTIES AND RESPONSIBILITIES OF THE FINANCE
DIRECTOR, AND REPEALING SECTION 1.32.023 OF THE
EDMONDS CITY CODE.

THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON DO
ORDAIN AS FOLLOWS:
Section 'l. Edmonds City Code, Section 1.16.090, is
hereby amended to read as follows:
Section 1.1'6.0'9'0 Treasurer's Department. The
Treasurer's Department, which shall receive
and safely keep all money which comes into
said city, and which shall disburse the same
on warrants issued by the Clerk, counter-
signed by the Mayor and not otherwise, both
of which said signatures may be facsimile.
The Treasurer's Department shall be adminis-
tered by the Finance Director.
Section 2. The Edmonds City Code, Section 1.32.020,
is hereby amended to read as follows:
Section 1.32'.020 F'iriance Director. The Finance
Director shall be appointed by the Mayor, subject
to confirmation by the City Council, shall serve
at the pleasure of the Mayor, and shall be the
administrative head of the Treasurer's Department.
He shall report directly to the Mayor through the
Office of the Chief Administrative Officer.
Section 3. The Edmonds City Code, Section 1.32.021,
is hereby amended to read as follows:
Section 1.32'.02 1 Finance Director Duties.
The Finance Director shall have the duties
generally associated with that of a Treasurer
of a municipal corporation, and in addition
thereto, but not in limitation thereof, he shall
have the following specific duties:
a. The investment of excess and inactive funds
of the City of Edmonds, including the responsi-
bility for determining the amount of money
available in each fund for investment purposes,
including commingling within one common invest-
ment portfolio for the mutual benefit of parti-
cipating funds (provided that if such monies are
commingled in a common investment portfolio, all
income derived therefrom shall be apportioned
among the various participating funds in direct
proportion to the amount of money invested in each)
all as provided by Section 35A.40.050 of the
Revised Code of Washington.
b. Make recommendations to the Mayor through
the Chief Administrative Officer on employment
and termination of personnel within the Finance
Director administrative control.
C. Provide a system of centralized accounting
for all departments of the City of Edmonds
including within said centralized control
utilities, public works, water and sewer depart-
ments.
d. Organize and administer, including where
necessary appropriate divisions, the following
centralized functions:
1. Accounting Division: expenditures control
and reporting, payroll, budget development and
coordination, public works accounting (water -
sewer, streets, equipment rental and general
shops) ;
2. General Administration Division: Purchasing
system, material management system guidelines and
coordination, personnel records, records and
storage control, property records and forms control;
3. Treasurer's Department: cash control, fund
accounting, investments, LID billings, debt admin-
istration, licenses for which a fee is required (such
as bicycle and dog licenses), bail forfeitures, and
insurance administration;
4. Utilities Billings and Permits Division:
Water -sewer -utility billings and public works permits.
Section A.
The Edmonds City Code, Section 1.32.022
is hereby amended to read as follows:
Section 1.32.022 References to Treasurer. T,r]here
references are made in the Edmonds City Code, and
City Ordinances, to the Treasurer of the City of
Edmonds, said references will hereafter be construed
to refer to the Finance Director.
Section 5.
Edmonds City Code Section 1.32.023 be and
the same is hereby repealed.
