ORDINANCE NO. 2519
AN ORDINANCE OF THE CITY OF EDMONDS, WASHINGTON,
AMENDING SECTION 19.00.000 RELATING TO THE
ADOPTION OF THE UNIFORM BUILDING CODE TO DELETE
REFERENCE TO APPENDIX CHAPTER 1 AND FIXING A
TIME WHEN THE SAME SHALL BECOME EFFECTIVE.
WHEREAS, RCW Chapter 19.27 establishes the Uniform
Building Code, 1982 Edition, as the State Building Code and
requires the cities of the State to adopt it; and
WHEREAS, RCW 19.27.040 further authorizes each City's
governing body to make amendments to said Code, providing they do
not reduce the minimum standards established thereby; and
WHEREAS, the Uniform Building Code requires specific
adoption of the Appendices thereto in order for them to be effec-
tive, said adoption being at the discretion of each City; and
WHEREAS, the City Council of the City of Edmonds finds
that the benefit to the public health, safety and welfare from
the adoption of provisions of Chapter 1 of the Appendix to the
Uniform Building Code, 1982 Edition, relating to the imposition
of certain fire suppression and prevention standards to existing
buildings, is outweighed by the cost to private property owners;
and
WHEREAS, the City Council believes that the review of
fire safety equipment and fire resistive construction is best
handled through the existing provisions of the Uniform Fire Code
and the Uniform Building Code, now, therefore,
THE CITY COUNCIL OF EDMONDS, WASHINGTON, DO HEREBY
ORDAIN AS FOLLOWS:
Section 1. Section 19.00.000 relating to the adoption
of the Uniform Building Code is amended to read as follows:
19.00.000 Uniform Building Code Adopted
The Uniform Building Code and Related Standards
("UBC"), 1982 Edition, (including all appendices except
Appendix, Chapter 1 and the appendix to Chapter 51 and
53) and the Uniform Building Code Standards, 1982
Edition, both copyrighted in 1982 by the International
Conference of Building Officials, is adopted and by
this reference is incorporated herein as if set forth
in full as the Building Code of the City of Edmonds,
subject to the changes made in this chapter. The Code
shall regulate the erection, construction, enlargement,
alteration, repair, moving, removal, conversion,
demolition, occupancy, equipment, use, area and
maintenance of buildings and structures in the City;
and provide for the issuance of permits and collection
of permit fees.
Section 2. The City Clerk is hereby instructed and
authorized to forward a certified copy of this amendment to the
Washington State Building Code Advisory Council for review and
approval as provided by RCW Chapter 19.27.
Section 3. This ordinance, being an exercise of a
power specifically delegated to the City legislative body, is not
subject to referendum, and shall take effect five (5) days after
passage and publication as provided by law. The City Clerk is
authorized and instructed to publish this ordinance or a summary
thereof.
