ORDINANCE NO. 2521
AN ORDINANCE OF THE CITY OF EDMONDS, WASHINGTON,
AMENDING TITLE 10 BY THE ADDITION OF A NEW
CHAPTER TITLE 10.01, COUNCIL CONFIRMATION,
PROVIDING FOR THE CONDITIONS OF COUNCIL CONFIRM-
ATION AND FIXING A TIME WHEN THE SAME SHALL
BECOME EFFECTIVE.
WHEREAS, the City Council of the City of Edmonds has in its
discretion required the confirmation of certain appointments to
the City Boards and Commissions and of certain officers of the
City, and
WHEREAS, State statute provides that the Mayor of a city may
cast a tie breaking vote except in very limited circumstances,
and
WHEREAS, the City Council of the City of Edmonds deems it
inappropriate for such a vote to be cast in the course of Council
confirmation of a mayorial appointment, now, therefore,
THE CITY COUNCIL OF EDMONDS, WASHINGTON, DO ORDAIN AS
FOLLOWS:
Section 1. That Title 10 of the Edmonds City Code is hereby
amended by the addition of a new Chapter 10.01 to read as
follows:

COUNCIL CONFIRMATION
Section 10.01.010 Council Confirmation Defined:
When the provisions of City Ordinance require the
confirmation by the City Council of any mayorial
appointment, whether to a board or commission established by
Title 10 or of a public officer in accordance with
provisions of Title 2, such confirmation shall be expressed
by the affirmative vote of four members of the City Council.
Section 2. This ordinance, being an exercise of a power
specifically delegated to the City legislative body, is not
subject to referendum, and shall take effect five (5) days after
passage and publication as provided by law. The City Clerk is
authorized and instructed to publish this ordinance or a summary
thereof.
