Ordinance 1591ORDINANCE NO. /-5-VI AN ORDINANCE OF THE CITY OF EDMONDS, WASHINGTON AMENDING CHAPTER 11. 02 OF THE EDMONDS CITY CODE BY CREATING NEW SECTION 11. 02.040 PROVIDING FOR PERFORMANCE BONDS AND EXONERATION THEREOF FOR DEMOLITION PERMITS, AND NEW SECTION 11. 02.061 PROVIDING THAT GUARDRAILS IN CERTAIN RESIDENTIAL CONSTRUCTION MAY BE 36 INCHES HIGH. THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON DO ORDAIN AS FOLLOWS: Chapter 11. 02 of the Edmonds City Code, Building Code, is hereby amended by the addition thereto of the following new sections: Section 11. 02. 040 Performance bonds for demolition permits. Prior to the demolition of any building or structure a demolition permit shall be obtained from the Building Department, the permit for the same being $2 , and there shall be posted with the City a performance bond, or in lieu thereof, cash deposit, in an amount to be determined by the Building Official, to satisfy all City Code requirements not later than six months after the issuance of the permit, said performance bond not to be exonerated, nor cash deposited in lieu thereof returned, until the following is accomplished at the vacated site: 1. Plug or cap any abandoned sewers, as required by the Uniform Plumbing Code, section 1119, adopted by Chapter 11. 12 of the Edmonds City Code, and approved by city inspection of the Public Works Department. 2. Knock down of concrete foundation walls, porches, chimneys and similar structures, and grade lot to fill voids subject to city building department approval. 3. Septic tanks to be pumped, collapsed and/or filled with earth subject to city inspection and approval. 4 i� 4. Removal of debris from property subject to city inspection and approval. 5. Repair any damage to and restoration of any public or private property to substantially original condition subject to city inspection and approval. 6. Written request that water service be turned off and meter removed by Department of Public Works. Section 11. 02. 061 Guardrails - Section 1714 of Uniform Buildi Code. Section 1714 of the Uniform Building Code as adopted by reference in this Chapter is amended and set forth as follows: "All unenclosed floor and roof openings; open and glazed sides of landings and stairs; balconies or porches which are more than 30 inches above grade; and roofs used for other than service of the building shall be protected by a guardrail. Guardrails shall be not less than 42 inches in height, provided however, guardrails in residential construction (groups H and I occupancies) not over two (2) stories high may be 36 inches high. Open guardrails and stair railings shall have intermediate rails or an ornamental pattern such that no object 9 inches in diameter can pass through. Stair railings shall be not less than 30 inches above the nosing of treads.
