Ordinance 2557WSS/naa 03/26/85 2557 ORDINANCE NO. AN ORDINANCE OF THE CITY OF EDMONDS, WASH- INGTON, ESTABLISHING THE SALARY RANGES AND SALARIES FOR EXEMPT PERSONNEL AND NONREP- RESENTED, NONEXEMPT PERSONNEL, REPEALING ORDINANCE NO. 2480, AND FIXING A TIME WHEN THE SAME SHALL BE EFFECTIVE WHEREAS, after review and discussion the City Council has determined, after recommendation of the Mayor and Staff, to adjust the salary ranges for exempt personnel and for the nonrepresented, nonexempt personnel to allow for a 3.0 percent salary increase effective January 1, 1986 as well as periodic merit adjustments to be made at the Mayor's discretion from a pool equal to an average merit increase of 2.0 percent of such salaries, and WHEREAS, the Council has previously declared its intention to make such increases retroactive to January 1, 1986, now, therefore, THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO ORDAIN AS FOLLOWS: Section 1. The following department heads, departmental assistants and other exempt classification positions as defined and designated in the City of Edmonds Salary Administration Manual shall receive salaries within the ranges as set forth on Exhibit A, attached hereto and incorporated herein by this reference as if set forth in full. Section 2. The salary range for nonexempt, nonrepresented personnel shall be as set forth on Exhibit B, attached hereto and incorporated by this reference as if set forth in full. Section 3. Effective January 1, 1986, all exempt personnel and all nonrepresented, nonexempt personnel shall receive a salary increase of 3.0 percent. Provided, however, that no salary shall be increased in excess of the range herein established by Exhibits A and B. These provisions shall be interpreted in light of Ordinance No. 2553, fixing the salaries of certain employees, and no such employee shall receive a salary increase unless and until the new range exceeds the salary previously fixed. The Mayor or his designee is authorized to administer a merit pool as appropriated in the 1986 budget of funds equal to an average merit increase of 2.0 percent for the nonrepresented, nonexempt and the exempt employees of the City. The Mayor may authorize individual merit increases from the merit pool not to exceed 4.0 percent of employee's base salary nor the maximum salary specified for the employee's grade. Section 4. The City shall pay 80 percent of the premiums due on and after April 1, 1982, for medical, dental, and vision insurance covering a department head, other exempt employee, or a nonexempt employee who is unrepresented. Such employee shall be responsible for the remaining 20 percent of such premium. - 3 - Section 5. Ordinance No. 2480 and any other inconsistent provision of any ordinance is hereby repealed, provided, however, that the salary of the Mayor shall remain at the level established by Ordinance No. 2522 until amended by action of the City Council. Section 6. This ordinance, being an exercise of a power specifically delegated to the City legislative body, is not subject to referendum and shall take effect five (5) days after passage and publication of the attached summary thereof, in the City's official newspaper.
