Ordinance 1618ORDINANCE NO. 1618 AN ORDINANCE OF THE CITY OF EDMONDS, WASHINGTON CREATING A REVOLVING CONTINGENCY FUND FOR THE PURPOSE OF INVESTIGATION AND SURVEILANCE OF THE DISTRIBUTION AND USE OF NARCOTIC OR OTHER DANGEROUS DRUGS OR CONTROLLED SUBSTANCES. WHEREAS, the Superior Court of Snohomish County may from time to time in the exercise of its authority in imposing judgment and sentence in criminal cases order particular defendants to pay, as part of such judgment and sentence, certain sums of money to the City of Edmonds to be used by law enforcement agencies in the investigation and apprehension of persons involved in the illicit sale of drugs or other dangerous controlled substances, and WHEREAS, pursuant to RCW 35A. 33.145 the City of Edmonds has authority to maintain contingency funds to provide monies to meet municipal expenses the necessity or extent of which cannot be foreseen or reasonably evaluated at the time of adopting the annual budget, and such fund may be supported by revenue sources other than budget appro- priation or taxes as may be prescribed by ordinance, now, therefore, THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON DO ORDAIN AS FOLLOWS: Section 1. 74. 010 CONTINGENCY fund, drug surveilance. There is hereby created a revolving contingency fund to provide monies for the purpose of surveilance, prevention, investigation and apprehension of viola- tions of law in the illicit sale, distribution and use of narcotics or dangerous drugs or controlled substances. Into such fund shall be monies awarded to the City of Edmonds by reason of judgments and/or sentences from judicial proceedings. Expenditures from said fund shall be upon approval of the chief or a captain of the Edmonds Police Department for the purpose of 3D� surveilance, prevention, investigation and apprehension of violations of law in the illicit sale, distribution and use of narcotics or dangerous drugs or controlled substances. Said contingency fund shall be a revolving fund in an amount not to exceed $250. 00 at any one time, with receipts in excess of said $ 250. 00, if any, to be placed in unanticipated revenue of the current expense fund.
