ORDINANCE NO. 2137
AN ORDINANCE OF THE CITY OF EDMONDS, WASH-
INGTON, AMENDING SECTION 4 OF ORDINANCE NO.
2109, PASSED BY THE CITY COUNCIL ON JANUARY
8, 1980, AS AMENDED BY SECTION 3 OF ORDI-
NANCE NO. 2117, PASSED BY THE CITY COUNCIL
ON FEBRUARY 11, 1980, TO SET NEW SALARY
RANGES FOR EXEMPT EMPLOYEES; AMENDING SEC-
TION 9 OF ORDINANCE NO. 2109, PASSED BY
THE CITY COUNCIL ON JANUARY 8, 1980, AS
AMENDED BY SECTION 7 OF ORDINANCE NO. 2117
PASSED BY THE CITY COUNCIL ON FEBRUARY 11,
1980, TO INCREASE SALARIES FOR DEPARTMENT
HEADS, INCLUDING DEPARTMENTAL ASSISTANTS
AND SETTING SALARIES; AND PROVIDING THAT
THE PAY INCREASES FOR DEPARTMENT HEADS
SHALL BE RETROACTIVE TO JANUARY 1, 1980;
AND PROVIDING THAT THE SALARY INCREASES FOR
DEPARTMENTAL ASSISTANTS BE EFFECTIVE MAY 1,
1980.
WHEREAS, the City Council enacted Ordinance No.
2117 on February 11, 1980 which amended Ordinance No. 2109
and which gave the department heads a cost of living in-
crease only, and
WHEREAS, the personnel committee of the City
Council has made a study of the current salary structure for
department heads and certain departmental assistants and has
concluded that adjustments are necessary in order to retain
quality City personnel, now, therefore,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON,
DO ORDAIN AS FOLLOWS:
Section 1. Section 4 of Ordinance No. 2109,
passed by the City Council on January 8, 1980 as amended by
Section 3 of Ordinance No. 2117, passed by the City Council
on February 11, 1980, is hereby further amended to read as
follows:
"Section 4. Other Exempt Positions. The fol-
lowing monthly salary ranges are hereby fixed for
the grades of exempt classification positions as

Section 2. Section 9 of Ordinance No. 2109, passed
by the City Council on January 8, 1980 and amended by Ordi-
nance No. 2117 is hereby further amended to read as follows:
"Section 9. Department Heads & Assistants. Per-
sons presently appointed as department and division
heads and .assistants shall receive the salary speci-
fied below. In the event a department head position
or departmental assistant becomes vacant for any
reason, the newly appointed department or division
head or departmental assistant shall receive a
salary within the following monthly salary ranges,
which are hereby fixed for that exempt classification
as defined and designated in the City of Edmonds
Salary Administration Manual:

Section 3. The salary increases specified by this
ordinance for department heads shall be applicable to the pay

period commencing as of January 1, 1980. The salary in-
creases for departmental assistants and division heads speci-
fied in Section 2 of this ordinance shall be applicable to
the pay period commencing as of May 1, 1980.
Section 4. This ordinance shall be in full force
and effect five (5) days following passage and publication
by posting as provided by law.

MEMO TO: Members of the City Council

SUBJECT: VETO MESSAGE
Proposed Ordinance #2137 is hereby vetoed. This proposal would
provide salary increases for eleven department heads and assistant
department heads. The salary increases would be in addition to
previous cost -of -living increases given at the beginning of the
year. The proposed increases would range from 5% to 17% and the
total cost to the City would be $34,000 per year.
My action is motivated by our tight economy and the recession that
is in progress. Now is not the time to spend more money, rather we
should be cutting back on expenses.
I do not believe that our department heads are underpaid. In the
supply and demand labor market there is no danger of losing any of our
personnel. On the contrary, the City is constantly besieged by
qualified people wanting to be employed. Openings frequently attract
200 applicants.
The citizens should know that the proposed salaries would range
from $1850 to $3008 per month. The citizens should know that these
employees also have an extensive benefit package which includes two
city pension plans, a medical -dental -vision plan and an average of
38 working days or 7k weeks off each year for vacation, holidays
and sick leave! The citizens should know that the City pays all
medical expenses for policemen and firemen for the rest of their
lives. I ask, "how much is enough?"
The City cannot afford salary increases at this time because the
revenue projections for 1981 are very bleak. Revenues are expected
to drop some $200,000 below the 1980 level which means that a number
of employees will have to be layed-off to balance the 1981 Budget.
Adding another $34,000 annual expenditure will cause even more lay-
offs in 1981.
If the Council passes this proposed ordinance over my veto it is
wasteful public spending.
