AN ORDINANCE OF THE CITY OF EDMONDS, WASHINGTON,
AMENDING SECTION 6.20.020 OF THE EDTIONDS CITY
CODE INCREASING THE CHARGE FOR WATER CONSUMED
AND ELIIIINATING THE MONTHLY SURCHARGE; SECTION
6.20.030 OF THE ED14ONDS CITY CODE TO INCREASE
THE CHARGE FOR STORM AND SANITARY SEWER SERVICE;
SECTION 6.16.050 REVISING PROCEDURES FOR APPLI-
CATION OF WATER USE; SECTION 6.16.060 REVISING
PAYMENT SCHEDULES ON ACCOUNTS; SECTION 6.16.165
INCREASING TURN -ON AND TURN-OFF FEE CHARGES FOR
AFTER -BUSINESS HOURS; AND SECTION 6.16.180 IN-
CREASING DEPOSITS ON DOMESTIC USE OF WATER.
WHEREAS, extensive analysis of projected water and sewer
revenues indicate that the present rates are insufficient to cover
operating expenses, present debt service and needed capital improve-
ments, now, therefore,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO
ORDAIN AS FOLLOWS:
Section 1. Section 6.20.020 of the Edmonds City Code is
hereby amended to read as follows:

2. Charges
All water consumed shall be charged to the consumer at
the rate of .81 cents per 100 cubic feet.
3. Meter Installation Charges
A new service line and meter installation charges are
hereby fixed as follows:
(a) 3/4" inside city limits . . . . . . . . . . .$450.00

Cost of street restoration (all surfaced streets) to be
added to any meter installation charge.

When approved by the City Engineer, new service lines
installed by developer on plats shall be as follows:

4. Surcharge
The monthly surcharge of three dollars added to the
monthly metered rate is eliminated.
5. Connection Charge
A connection charge of two hundred dollars shall be made
to each new customer connecting to the city water system
except for the water mains installed under Local Improve-
ment District Nos. 115, 146, and 152.
6. All rates set forth in this section shall be exclusive of
any applicable taxes.
Section 2. Section 6.20.030 of the Edmonds City Code is
hereby amended to read as follows:
6.20.030 Utility Charges
(a) Generally. The utility charges set forth in this sub-
section shall be added to and made a part of monthly rates for water
supplied through the meters as set forth in Section 6.20.020:

(b) These rates do not apply to industries or manufacturing con-
cerns which have industrial wastes and these, with any other activities
not covered in this chapter, will be dealt with on a special basis and
have special rates set for the particular business by the water/utility
administrative staff subject to review by the City Council.
Section 3. Section 6.16.050 of the Edmonds City Code is hereby
amended to reaJ as follows:
6.16.050 - Application for Water Use
Applications for the use of water and/.or a change of name on an
account may be made by the owner or his authorized agent by telephone
to the Utility Billing office of the Water Division. Lessees shall be
required to make application in person at the Utility Billing office
of the Water Division and pay a deposit of $50.00.
Section 4. Section 6.16.060 of the Edmonds City Code is hereby
amended to reaa as follows:
6.16.060 - Accounts -Payments
All bills for water use and utility charges are payable within
twenty-five (25) days from the billing date. Flat rates are payable
in advance. If water bills are not paid within the stated period, de-
linquent notices shall be issued with an additional ten (10) days to
make payment. Should payment still be past due following this stated
period, the City shall be entitled to enforce its lien for water and
utility service in the manner provided by State Law, including shutting
off water service until the delinquent charges are paid in full and/or
by the sale of the property.
Section 5. Section 6.16.165 of the Edmonds City Code is hereby
amended to read as follows:
6.16.165 - Turn -on and Turn-off Charges
The charge for turning on or turning off the water shall be ten
dollars. If the water is turned on or turned off at any time other than
regular working hours (eight a.m, to _five p.m.), on weekends, or on any
holiday, the charge shall be twenty dollars. These charges shall not
apply to turnoffs and turnons for maintenance purposes.
Section 6. Section 6.16.180 of the Edmonds City Code is hereby
amended to read as follows:
6.16.180 - Deposit - Refund
When an application is made to the Water Division for the domestic
use of water by any person other than the owner or purchaser of the
premises for which the water will be used, such as a renter, lessee or
tenant of said premises, said applicant shall be required to make a
fifty dollar deposit with the Water Division. If there have been no
delinquencies in the account for one year, the Water Division shall
refund the deposit to the customer; provided, however, the Water Divi-
sion may require the customer to make a fifty dollar deposit if a de-
linquency occurs subsequent to the refund of the deposit.

Section 7. This ordinance and the increased rates imposed
herein shall e effective June 1, 1980.

SUBJECT: PROPOSED ORDINANCE #2139
Proposed Ordinance #2139 is hereby vetoed.
This ordinance proposes to raise the water rate from $4,75 for 500 cubic feet
plus 45� per 100 cubic feet to $2.50 plus 81¢ per 100 cubic feet.
This ordinance also proposes to raise the sewer utility charge from $3.50 to
$6.84 plus 25¢ per 100 cubic feet of water used.
An alternate proposal before the Council would finance the expansion of the
treatment plant property and the elimination of infiltration by the sale of
revenue bonds and thereby reduce the proposed monthly sewer utility charge
from $6.84 plus 25¢ per 100 cubic feet of water used to $4.75 plus 25¢ per
100 cubic feet of water used.
I recommend the alternate proposal.

This rate structure establishes the principal that there is a cost
of water and a cost of transporting the water. A minimum charge of $2.00
would be imposed for conducting the water through the system. At current
usage, the consumption rate would be $.51 per 100 cubic feet with no min-
imum consumption. This structure charges everyone for just the water
they use - no more, no less. It also eliminates the water improvement
surcharge imposed by Ordinance #1963 of $3.00 per month on all customers
benefitting from a replacement waterline. This charge doesn't even cover
the cost of the interest on the work accomplished. The surcharge causes
significant complaints and is occasionally difficult to justify in speci-
fic instances. A case can be made that everyone benefits from these im-
provements.
There are 1,491 customers currently paying this charge. The same in-
come can be achieved by increasing each minimum bill by $.50 per month.
The current charge for 500 cubic feet of water is $4.75. Under this
principal the new charge would be $4.70,a minimal decrease for those us-
ing just 500 cubic feet. Replacement line and replacement reserve charges
would increase this to $6.55 per month for those using just 500 cubic feet
of water per month.

water (sewage) demands, and provides a base charge for those not connected
to the sanitary seiner system (total base column).
