ORDINANCE NO. 2608
AN ORDINANCE OF THE CITY OF EDMONDS, WASHINGTON,
AMENDING CHAPTER 4.75 OF THE EDMONDS CITY CODE
RELATING TO PAWNBROKERS LICENSE TO DELETE
SECTION 4.75.090 REQUIRING THE FILING OF A
PERSONAL PROPERTY TAX RETURN WITH THE RENEWAL
LICENSE AND FIXING A TIME WHEN THE SAME SHALL
BECOME EFFECTIVE
WHEREAS, the City of Edmonds has enacted a
pawnbroker licensing ordinance in order to regulate sales of
secondhand goods and prevent the fencing of stolen property,
and
WHEREAS, as a part of the regulatory scheme,
Section 4.75.090 requires filing of a copy of the personal
property tax return submitted to the Snohomish County
assessor in order to determine whether or not the pawnbroker
or secondhand dealer was adequately reporting the extent and
source of his inventory, and
WHEREAS, since the date of passage of the original
ordinance, the provisions of State law have been amended to
delete personal property taxes on inventories, thereby
rendering filing of a personal property tax return a
meaningless act for the purpose of the City's regulatory
scheme, NOW, THEREFORE,
THE CITY COUNCIL OF EDMONDS, WASHINGTON, DO ORDAIN
AS FOLLOWS:
Section 1. ECC Chapter 4.75 is amended by the
deletion of Section 4.75.090 Personal Property Tax Return in
its entirety.
Section 2. This ordinance, being an administrative
action, is not subject to referendum and shall take effect
five (5) days after publication of the attached, approved
summary.
