AN ORDINANCE TO AMEND SECTION 6.20.020, WATER RATES -
METER INSTALLATION CHARGES, OF THE EDMONDS CITY CODE,
BY INCREASING THE RATES PROVIDED FOR BY SAID ORDINANCE,
AND PROVIDING FOR NEW CONNECTION CHARGES AND SURCHARGES
IN SAID SECTION.
WHEREAS, the City of Edmonds has been faced with rapid urban
expansion, putting increased demands on the water system, and
WHEREAS, the City of Edmonds in the past annexed areas with
deficient water systems, and
WHEREAS, portions of the installed water systems do not meet
existing City Standards for providing adequate domestic and fire pro-
tection services, and thus the system necessitates substantial
construction and reconstruction to conform with City Standards, and
WHEREAS, the City Council of the City of Edmonds in classifying
the rates to be charged has considered the following factors: the
difference in cost of service to the various customers; the location
of the various customers within and without the City; the difference
in cost of maintenance, operation, repair and replacement of various
portions of the system; the different character of the service
furnished various customers; the quantity of the water furnished;
the time of its use; and capital contributions made to the system
including, but not limited to assessments, and
WHEREAS, the City of Edmonds has held public hearings on June
23, 1973, and May 7, 1974, regarding the proposed rate and charge
increases, and now therefore,
THE CITY COUNCIL OF THE CITY OF EDMONDS DO ORDAIN AS FOLLOWS:
Section 1. Section 6.20.020 of the Edmonds City Code, Water
Rates - Meter Installation Charges, is hereby amended to read as
follows:
6.20.020 Water Rates - Meter Installation Charges. The
minimum monthly rates for 500 cubic feet or less water
supplied through meters are hereby fixed as follows:

EXCESS CHARGES
All water consumed in excess of 500 cubic feet shall be an
additional charge to the consumer at the rate of $ .30 per 100
cubic feet.
The above rates are exclusive of taxes.
METER INSTALLATION CHARGES
New service line and meter installation charges are hereby fixed
as follows:

Costs of street restoration (all surfaced streets) to be added to
any meter installation charge where applicable.
When approved by the City Engineer, new service lines installed
by developer on plats shall be credited as follows:
(a) 3/4" lines
(b) 1" lines
SURCHARGE

On installation of/or replacement with a 6" or greater size cast
iron water main or equivalent, a monthly surcharge of $3.00 shall
be added to the monthly metered rate of present and future bene-
fited customers.
CONNECTION CHARGE
A connection charge of $200.00 shall be made to each new customer
connecting to the city water system except for the water mains
installed under Local Improvement District No. 146 and No. 152
and No. 115.

Section 2. This ordinance shall be effective September 1, 1974,
unless said date is otherwise amended by the City Council.
