Ordinance 1715ORDINANCE NO. 1715 AN ORDINANCE OF THE CITY OF EDMONDS, WASHINGTON, AMENDING THE PLUMBING CODE OF SAID CITY BY ADOPTING THE 1973 EDITION OF THE UNIFORM PLUMBING CODE BY AMENDING SECTION 11.12.010 OF THE EDMONDS CITY CODE, AMENDING SECTION 11.12.020, REPEALING SECTION 11.12.030, CREATING A NEW SECTION 11.12.030 OF SAID CODE READOPTING A PORTION OF THE 1970 EDITION OF THE UNIFORM PLUMBING CODE RELATING TO ADMINISTRATION, ADDING A NEW SECTION 11.12.040 ALLOWING THE USE OF ABS AND PVC PIPING IN CERTAIN OCCUPANCIES, AND ADDING A NEW SECTION 11.12.050 TO REQUIRE PRESSURE REGULATORS ON ALL RESIDENTIAL OCCUPANCIES. THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO ORDAIN AS FOLLOWS: Section 1. The 1973 Edition of the Uniform Plumbing Code is hereby adopted by reference as the Plumbing Code of the City of Edmonds by amending Section 11.12.010 of the Edmonds City Code to read as follows: 11.12.010 Adoption by Reference of Uniform Plumbing Code. That certain printed code, three copies of which are and have been on file in the office of the City Clerk of the City of Edmonds for use and examination of the public, being marked, printed and designated as the Uniform Plumbing Code, 1973 Edition, (including Appendices A, B, C, D, E, F and H, but excluding Appendix G, and excluding Sections 1103 through 1118 copyrighted in 1973 by the International Association of Plumbing and Mechanical Officials, is hereby adopted by reference and incorporated herewith as if fully set forth within this chapter, as the Plumbing Code of the City of Edmonds, subject to the modifications and amendments hereinafter set forth, and each and all of the regulations, provisions, penalties, condi- tions and terms of such Uniform Plumbing Code herein mentioned and as amended and on file in the office of the City Clerk is hereby established, pursuant to the Laws of the State of Wash- ington, as the Plumbing Code in and for the City of Edmonds. Section 2. The Edmonds City Code, Section 11.12.020 (a) is hereby amended to read as follows: 11.12.020 (a) Part 1, Section 1.0, 1.1 and 1.3 through 1.14 of the Uniform Plumbing Code, 1970 Edition, previously adopted by Ordinance No. 1519 of said city is hereby readopted by this reference and incorporated herewith as if fully set forth within this chapter. Section 3. Sections 11.12.020 (b), (c) and (d) and Section 11.12.030 of the Edmonds City Code are hereby repealed. Section 4. A new section 11.12.030 is hereby added to The Edmonds City Code to read as follows: 11.12.030 Use of ABS and PVC Piping Permitted in Occupancies H, I and J. The use of ABS and PVC drain waste and vent piping shall be permitted for residential occupancies H, I and J. The extension of vents through the roof above the top floor ceiling in any of the aforementioned occupancies may be of ABS or PVC material. Section 5. A new section 11.12.040 is hereby added to the Edmonds City Code to read as follows: 11.12.'040 Pressure Regulators Required for Residential Occupancies. An approved type pressure regulator preceeded by an adequate strainer shall be installed on all residential occupancies, adjacent to the water shutoff on the interior of any such occupancy which shall reduce the pressure to 80 psi or less. For potable water services up to and including one and 1/2 inch regulators, provision shall be made to prevent pressure on the building side of the regulator from exceeding main supply pressure. Approved regulators with integral bypasses are acceptable. The strainer shall be readily accessible for cleaning without removing the regulator or strainer body or disconnecting the supply piping. All pipe size determination shall be based on eighty percent (800) of the reduced pressure. Section 6. A new section 11.12.050 is hereby added to the Edmonds City Code to read as follows: 11.12.050 Deletion of Referende''to' Fuel, 'Gas'Piping. Section 117 (f) of the Uniform Plumbing Code, 1973 Edition, as adopted herein, is amended to read as follows: "Section 117 (f) Plumbing System. Plumbing system means and includes all potable water supply and distribution pipes, all plumbing fixtures and traps, all drainage and vent pipe and all building drains, including their respective joints and connections, devices, receptacles and appurtenances within the property lines of the premises and shall include potable water piping, potable water treating or using equipment, water heaters and vents for same."
