Ordinance 26260006.04001 06/22/87 WSS/naa WSS50021O R:06/30/87 ORDINANCE NO. 2626 AN ORDINANCE OF THE CITY OF EDMONDS, WASHINGTON, AMENDING TITLE 19 IN ORDER TO INCORPORATE THE COMMENTS AND SUGGESTED CHANGES BY THE STATE BUILDING CODE COUNCIL, TO WIT, ADOPTING THE 1985 EDITION OF THE UNIFORM MECHANICAL CODE WITH CHAPTER 22, APPENDIX B; ADOPTING THE 1985 EDITION OF THE UNIFORM PLUMBING CODE WITH APPENDICES A,B,C,D,E AND H, REPEALING ECDC 19.30.020 RELATING TO ABS AND PVC PIPING, AMENDING ECDC 19.30.030 RELATING TO PRESSURE REGULATORS TO ADD TEMPERATURE RELIEF VALVE REQUIREMENT; AMENDING ECDC 19.75.000(b) TO PROVIDE FOR CONFLICTS BETWEEN THE UNIFORM BUILDING CODE AND THE LIFE SAFETY CODE AND FIXING A TIME WHEN THE SAME SHALL BECOME EFFECTIVE WHEREAS, by state law the City is required to adopt provisions of the Uniform Building Code and to have any amendments thereof reviewed by the State Building Code Council, and WHEREAS, in the course of said review, the State Building Code Council has recommended and required certain amendments to the City's Building Code, and WHEREAS, such amendments are minor and do not impose substantive requirements upon the City, NOW, THEREFORE, THE CITY COUNCIL OF EDMONDS, WASHINGTON, DO ORDAIN AS FOLLOWS: Section 1. Section 19.25.000 relating to the adoption of the Uniform Mechanical Code is hereby amended to read as follows: -1- 19.25.000 Adoption of Uniform Mechanical Code. The Uniform Mechanical Code, 1985 Edition, copyrighted in 1985 by the International Conference of Building Officials along with Chapter 22, Appendix B, relating to fuel gas piping is adopted and by this reference incorporated as if set forth in full, subject to the changes made in this Chapter. The provisions of Chapter 22, Appendix B, of the Uniform Mechanical Code relating to fuel gas piping shall supplant and take precedence over any conflicting provisions relating to fuel gas and fuel gas piping as contained in Chapter 12 of the Uniform Plumbing Code adopted by ECDC Chapter 19.30. Section 2. Section 19.30.000 adopting the Uniform Plumbing Code is hereby amended to read as follows: 19 30.000 Adoption of Uniform Plumbing Code. Uniform Plumbing Code, 1985 Edition (including Appendices A, B, C, D, E and H but excluding Appendix I), copyrighted in 1985 by the International Association of Plumbing and Mechanical Officials, is adopted and by this reference incorporated herein as if set forth in full as the Plumbing Code for the City of Edmonds, subject to Chapter 12 of said Code relating to fuel gas piping being superceded by the Uniform Mechanical Code as set forth in Section 19.25.000. Section 3. ECDC Chapter 19.30 is hereby amended by the repeal of Section 19.30.020 relating to ABS and PVC piping. Section 4. ECDC Section 19.30.030 Pressure Regulators, paragraph (b), relating to pressure and temperature relief valves is hereby amended to read as follows: (b) Other. Section 1007(c) of the Uniform Plumbing Code as previously adopted is amended as follows: (c) Any water system provided with a pressure regulating device or check valve at its source or other water system containing water heating devices shall require installation of approved, listed and - 2 - adequately sized pressure and relief valve. Each water heating device shall have an approved, listed and adquately sized pressure and temperature relief valve mounted on the device. Section 5. Section 19.75.000(b) relating to the adoption of Life Safety Code is hereby amended to read as follows: 19.75.000 Adoption of Life Safety Code. (b) Life Safety Code Adopted. The "Life Safety Code", 1985 edition, National Fire Protection Association, publication no. 101, is adopted and by this reference incorporated herein as if set forth in full as the life safety code of the City of Edmonds. In the event of any conflict between the provisions of the Uniform Building Code as adopted by this Title and a provisional Life Safety Code, the Uniform Building Code shall prevail. Section 6. This ordinance, being an exercise of a power specifically delegated to the City legislative body, is not subject to referendum, and shall take effect five (5) days after passage and publication of the attached summary which is hereby approved.
