Ordinance 26330006.08027 WSS/naa 06/12/87 WSS500580 ORDINANCE NO. 2633 AN ORDINANCE OF THE CITY OF EDMONDS, WASHINGTON AMENDING SECTION 8.52.060 RELATING TO VISITOR'S PERMITS IN ORDER TO PROVIDE FOR ISSUANCE OF A PERMIT TO INDIVIDUALS WHO DO NOT OWN MOTOR VEHICLES, AND FIXING A TIME WHEN THE SAME SHALL BECOME EFFECTIVE WHEREAS, the City has established residential parking zones and issues residential parking permits; and WHEREAS, visitor's permits for the use of persons visiting individuals within a residential parking zone are permitted but may be issued under the terms of the Ordinance only to those persons who already have a residential parking permit; and WHEREAS, residential parking permits are available only to those individuals who own motor vehicles; and WHEREAS, the Council finds it is in the best interest of the public health, safety and welfare to issue visitor's permits to persons within a residential parking zone who do not own automobiles in order to permit greater ease of access via visitor's permits to disabled individuals, the elderly, and others without automobiles who share transportation with others and who receive visitors at their homes, NOW, THEREFORE, THE CITY OF EDMONDS, WASHINGTON, DO ORDAIN AS FOLLOWS: Section 1. Section 8.52.060 of the Edmonds City Code relating to Visitor's Permits is hereby amended to read as follows: 8.52.060 Visitor's Permits. A. The City Clerk is hereby authorized to issue visitor's permits which shall be valid for a period of up to one year. The Clerk may issue up to two visitor permits per residential address. Visitor's permits may be issued to one individual residing at each residential address who can provide the proof of residency required by ECC 8.52.020(B). B. The fee for visitor permits shall be: 1. $5.00 per visitor's permit for an individual holding a valid residential parking permit; or 2. $10.00 per visitor's permit for persons who do not hold a valid residential parking permit. Visitor's permits shall be issued in conjunction with the issuance or renewal of a residential parking permit, for those individuals who hold a valid residential parking permit or for the calendar year or any unexpired portion thereof for other qualified applicants. Section 2. This ordinance, being an administrative action, is not subject to referendum and shall take effect five (5) days after publication of the attached summary which is hereby approved.
