Ordinance 28600006.030.006B WSS/klt 12/17/91 ORDINANCE NO. 2860 AN ORDINANCE OF THE CITY OF EDMONDS, WASHINGTON, ESTABLISHING THE SALARY RANGES AND SALARIES FOR NON -REPRESENTED PERSONNEL; REPEALING ORDINANCE NO. 2814; PROVIDING FOR INSURANCE BENEFITS; PROVIDING FOR LIFE AND DISABILITY INSURANCE; AND FIXING A TIME WHEN THE SAME SHALL BECOME EFFECTIVE. WHEREAS, RCW 35A.33.050 requires that salary ranges for the various positions in the City be made a part of the annual budget document; and WHEREAS, after review and discussion, the City Council has determined based on the recommendation of the Mayor to adjust salary ranges for non -represented personnel in order to permit an annual salary increase along with other adjustments to their benefit packages; and WHEREAS, in consideration of the benefit of the continued employment of the current experienced personnel, the Council deems it in the public interest to make such increase and benefits effective January 1, 1992; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO ORDAIN AS FOLLOWS: Section 1. All non -represented employees as defined and designated in the Salary Ranges, attached as Exhibit A and incorporated by this reference as fully as if herein set froth, WSS8648.1 - 1 shall receive salaries within the ranges as set forth in said Exhibit A. Section 2. Effective January 1, 1992, all non - represented employees shall receive a salary increase of five and one-half percent (5 1/2%). These provisions shall be interpreted in light of Ordinance No. 2553, fixing the salaries of certain employees, and no such employee shall receive a salary increase unless and until the new range exceeds the salary previously fixed. Section 3. The City shall pay 800 of all premiums due for medical, dental, and vision insurance covering a department head, other exempt employee or unrepresented, non-exempt employee. The employee shall be responsible for the remaining 200 of such premium. Short term disability insurance in an amount commensurate with monthly salary, adjusted in accordance with policy requirements, shall be made available at City expense to all non - represented employees classified B-2 and above who are not LEOFF I employees and shall make available such insurance on the payment of premiums by the employee classified E-2 through C-1. Life insurance in an amount equal to 500 of annual salary shall be provided to employees classified E-2 through C-1 and such employees may elect to purchase an amount up to 500 of annual salary. Section 4. Ordinance No. 2814 is hereby repealed. Section 5. The provisions of this ordinance and the exhibits attached hereto are hereby incorporated into the 1992 annual budget, supplementing the totals set forth in each departmental budget. This ordinance being an exercise of a power specifically delegated to the City legislative body, is not subject to referendum, and shall take effect five (5) days after passage and publication of this ordinance as provided by law.
