ORDINANCE NO. 2991
AN ORDINANCE OF THE CITY OF EDMONDS,
WASHINGTON, AMENDING THE PROVISIONS OF
CHAPTER 20.75.155 RELATING TO REVIEW OF FINAL
PLATS TO CONFORM CITY ORDINANCE TO THE GROWTH
MANAGEMENT ACT BY PROVIDING FOR
ADMINISTRATIVE APPROVAL OF SHORT PLATS AND
FIXING A TIME WHEN THE SAME SHALL BECOME
EFFECTIVE.
WHEREAS, the provisions of ECDC 20.75.155 Review of Final Plat currently
require that short plats containing a dedication be forwarded to the City Council for review and
approval, and
WHEREAS, the Growth Management Act Amendments require cities to adopt
administrative approval processes for short plats to be made by administrative personnel in
accordance with the requirements of RCW 58.17.060, and
WHEREAS, dedications of public property requires acceptance by the City
Council following such administrative approval, NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO
ORDAIN AS FOLLOWS:
Section 1. The Edmonds Community Development Code is hereby amended by
the repeal of Section 20.75.155 Review of Final Plat, enacting in its place Section 20.75.156
Review of Final Plat and Section 20.75.158 Short Plat or Lot Line Adjustment - Staff Review
to read as follows:

20.75.156 Review of Final Plat
A. Submission. The applicant may not file the final plat for
review until the required improvement plans have been
submitted for approval to the Director of Public Works.
B. Time Limit. A final plat shall be approved, disapproved or
returned to the applicant for correction within thirty (30)
days of its official filing with the Director of Public Works
for review, unless the applicant agrees to extend the time
limit. This time period shall not include required
environmental review.
C. Staff Review. The Director of Public Works and the
Community Development Director shall review the final
plat of a formal subdivision. They shall then forward the
final plat to the City Council after having signed the
statements required by Section 20.75.140 or attaching their
recommendation for disapproval.
D. City Council Review. If the City Council finds that the
public use and interest will be served by the proposed
subdivision and that all requirements of the preliminary
approval in this chapter have been met, the final plat shall
be approved and the Mayor and City Clerk shall sign the
statement of the City Council approval on the final plat.
E. Acceptance of Dedication. City Council approval of the
final plat constitutes acceptance of all dedication shown on
the final plat.
20.75.158 Short Plat or Lot Line Adjustment - Staff Review. The
Community Services Director through his/her designees, the
Director of Public Works and the Community Development
Director, shall conduct an administrative review of a proposed
short subdivision or lot line adjustment and either sign the
statements required by Section 20.75.140, if all requirements of
this chapter have been met, or disapprove such action, stating their
reasons in writing. Such administrative action shall be final
subject only to right of appeal provided for in Section
20.105.010(A). Dedication of any interest in property contained
in an approval of the short subdivision or lot line adjustment shall

be forwarded to the City Council for formal acceptance on its
consent agent, provided, however, that such acceptance shall not
stay any approval, time period for appeal or the effective date of
the short subdivision.
Section 2. Effective Date. This ordinance, being an exercise of a power specifi-
cally delegated to the City legislative body, is not subject to referendum, and shall take effect
five (5) days after passage and publication of an approved summary thereof consisting of the
title.
