AN ORDINANCE OF THE CITY OF EDMONDS, WASHINGTON,
AMENDING SECTION 6.20.020 OF THE EDMONDS CITY CODE
BY INCREASING THE WATER RATES AND AMENDING SECTION
6.20.030 BY INCREASING THE UTILITY RATES.
WHEREAS, extensive analysis of water and utility revenues
indicate that the present water/utility rates are insufficient
to cover current operating expenses, debt service, major equip-
ment replacement and capital improvements, and
WHEREAS, inflation plus increased administrative, main-
tenance and operation requirements have further contributed to
increased costs, and
WHEREAS, operating revenues have been lower due to reduced
consumption of water, and
WHEREAS, several discussions at public meetings were held
in 1976, regarding proposed rate increases, and
WHEREAS, at said hearing all persons were given an oppor-
tunity to express their views and the Council having considered
among other things the following factors: The difference in
costs of service to the various customers; the location of the
various customers within and without the city; the difference in
cost of maintenance, operation, repair and replacement of various
portions of the system; the different character of the service
furnished various customers; the quantity and quality of the
water furnished; the quantity and quality of the sewage delivered
and the time of its delivery; and capital contributions made
to the system including but not limited to assessments, and

WHEREAS, the Council has reviewed the direct benefits
that persons not connected to the sewer system have received
from their payment of the utility charges including mitiga-
tion of pollution of Puget Sound and streams; prevention of
soil instability; increased sewer and storm drainage capacity;
increased sewer processing capacity; development, refinement
and improvement of comprehensive storm and sewer plans; and
long range planning for specific areas now unconnected to
the sewer system, and
WHEREAS, the Council has determined that these and
other benefits are commensurate with the current utility
charges paid by persons not presently connected the sewers,
now, therefore,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO
ORDAIN AS FOLLOWS:
Section 1. The Table of Metered Water Rates for minimum
of 500 cubic feet or less water per month and the charges for
water consumed in excess of 500 cubic feet as contained in
Edmonds City Code, Section 6.20.020 are hereby amended to read
as follows:
"6.20.020. Water rates --Meter installation charges.
The minimum monthly rates for five hundred cubic feet
or less water supplied through meters are fixed as
follows:

1-1/2" meters

2" meters
(e)
3" meters

EXCESS CHARGES
All water consumed in excess of 500 cubic feet shall be
an additional charge to the consumer at the rate of forty
cents ($.40) per one hundred cubic feet.
The above rates are exclusive of taxes."
Section 2. Section 6.20.030 of the Edmonds City Code
is hereby amended to read as follows:
"6.20.030. Utility charges. A. Generally. The utility
charges hereinafter set forth shall be added to and made
a part of monthly rates for water supplied through the
meters as hereinbefore set forth:

Section 3. This ordinance shall be in full force and
effect as of February 14, 1977.
