ORDINANCE NO. 2996
AN ORDINANCE OF THE CITY OF EDMONDS,
WASHINGTON, AMENDING SECTION 2.05.010 TO REFER
TO A PROFESSIONAL SERVICES CONTRACT FOR LEGAL
COUNSEL THROUGH A CONTRACTUAL RELATIONSHIP
APPROVED BY A MAJORITY OF THE CITY COUNCIL,
REPEALING THE PROVISIONS OF SECTION 2.05.040
RELATING TO DEPUTY CITY ATTORNEYS, AMENDING
THE PROVISIONS OF ECC SECTION 2.10.010(C) TO
DELETE REFERENCES TO THE CITY ATTORNEY AND
FIXING A TIME WHEN THE SAME SHALL BECOME
EFFECTIVE.
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO
ORDAIN AS FOLLOWS:
Section 1. Edmonds City Code Section 2.05.010 - LEGAL COUNSEL -
PROFESSIONAL SERVICES CONTRACT is hereby amended to read as follows:
Section 2.05.010 LEGAL COUNSEL - PROFESSIONAL
SERVICES CONTRACT. Legal counsel services for the City of
Edmonds, Snohomish County, Washington pursuant to the
provisions of RCW 35A.12.020 shall be provided through a
professional services contract. The professional services contract
shall be let on such basis as a majority of the Edmonds City
Council shall determine. The City Council shall utilize the
consultant selection process established by Chapter 2.80 provided
that the Mayor shall participate with the City Council Consultant
Selection Committee in the selection of up to three candidates for
presentation to the City Council for its final approval.
A. By its contract, the City Council shall approve an
individual or firm to be designated as City Attorney.
B. The firm or individual designated as City Attorney shall
serve at the pleasure of the City Council and any contract

for services shall provide for cancellation of at least thirty
(30) days notice.
Section 2. The provisions of Edmonds City Code Section 2.05.040 relating to
deputy city attorneys is hereby repealed.
Section 3. The Edmonds City Code Section 2.10.010 CONFIRMATION
PROCESS Paragraph C is hereby amended to read as follows:
Section 2.10.010 CONFIRMATION PROCESS
C. The Mayor shall appoint, subject to City Council
confirmation, the positions of judge, hearing examiner,
police chief, fire chief, community services director and
administrative services director. The City Council shall
interview the top three candidates for each position prior to
the Mayor's final selection.
Section 4. Severability. If any section, sentence, clause or phrase of this
ordinance should be held to be invalid or unconstitutional by a court of competent jurisdiction,
such invalidity or unconstitutionality shall not affect the validity or constitutionality of any other
section, sentence, clause or phrase of this ordinance.
Section 5. Effective Date. This ordinance, being an exercise of a power specifi-
cally delegated to the City legislative body, is not subject to referendum, and shall take effect
five (5) days after passage and publication of an approved summary thereof consisting of the
title.
