ORDINANCE NO. 2179
AN ORDINANCE OF THE CITY OF EDMONDS, WASH-
INGTON, AMENDING AND RENUMBERING SECTION
6.16.090 OF THE EDMONDS CITY CODE TO ESTAB-
LISH REQUIREMENTS FOR STOP AND WASTE VALVES
ON WATER LINES; ADDING A NEW SECTION 7.10.110
TO AUTHORIZE THE DIRECTOR OF PUBLIC WORKS TO
MAKE ADJUSTMENTS OR CORRECTIONS TO WATER
BILLINGS; AND REPEALING SECTION 6.16.010
THROUGH 6.16.040 OF THE EDMONDS CITY CODE
DEALING WITH THE ORGANIZATION AND MANAGEMENT
OF THE WATER DEPARTMENT.
WHEREAS, the director of public works should be authorized
to make certain adjustments and corrections to water billings
in order to accommodate unusual and hardship situations, and
to correct errors in the water billing procedure, and,
WHEREAS, stop and waste valves should be required in
order to prevent damage to city water pipes and waste of
water, and
WHEREAS, the provisions of Section 6.16.010 through
6.16.040 which deal with the organization and management of
the water department are obsolete and, therefore, should be
repealed, now, therefore,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO
ORDAIN AS FOLLOWS:
Section 1. Section 6.16.090 of the Edmonds City Code
is hereby amended and renumbered to read as follows:
7.10.160 STOP AND WASTE VALVES
Customers shall, at their own expense, install and
maintain all pipes, connections and fixtures from the
meter placed by the city. All pipes must be provided
with stop and waste valves, protected from freezing and
accessible at all times to the customer. The valves
shall be located in such manner that said pipes may be
drained to prevent freezing and the water may be shut
off to repair pipes, fixtures and appliances, and also
to safeguard premises from water damage in case the
meter is accidentally turned on. Additional stop and
waste valves shall also be placed at all low points in
the pipes when they cannot be otherwise drained. The
city shall refuse to turn on the water until the pro-
visions of this section are complied with. The city
shall not be responsible for freezing, accident or
damage of any kind beyond the property line.
sect;nn 2. A new Section 7.10.110 is hereby added to
the Edmonds City Code to read as follows:
7.10.110 CHARGE AND BILL ADJUSTMENTS
The director of public works, or such authorized re-
presentative as he may designate, is authorized to make
adjustments or corrections to billings for any charge
for water service, including but not limited to, con-
nection charges, minimum monthly billings, meter
charges, penalty and special charges, improperly
charged rates, and, subject to the mayor's approval,
the cancellation of uncollectible bills and accounts.
Section 3. Section 6.16.010 through 6.16.040 of the
Edmonds City Code dealing with the organization and manage-
ment of the water department are hereby repealed.
Section 4. This ordinance will be in full force and
effect five (5) days after passage and publication by post-
ing as provided by law.
