ORDINANCE NO. 2215
AN ORDINANCE OF THE CITY OF EDMONDS, WASH-
INGTON, AMENDING SECTION 10.35.010 OF THE
EDMONDS CITY CODE RELATING TO THE OFFICE
OF THE HEARING EXAMINER, BY ADDING A NEW
SECTION PROVIDING FOR A SIX MONTH REVIEW,
WRITTEN AND ORAL REPORT BY THE HEARING EX-
AMINER TO THE CITY COUNCIL.
WHEREAS, the City of Edmonds created a Hearing
Examiner System by Ordinance 2169 in December of 1980, and
WHEREAS, the Hearing Examiner is authorized to re-
view and make final decisions with regard to all conditional
use permits, group home permits, variances, shoreline permits
and appeals from staff decisions and such other matters as more
fully described in Chapter 20.100 of the Community Development
Code, and
WHEREAS, it is the desire of the City Council that
the Hearing Examiner make semi-annual written and oral report
regarding the matters that have been heard and the decisions
that have been made by the Hearing Examiner in the preceding
six month period in order that the City Council may review the
performance of the Hearing Examiner System, and insure that the
policy and philosophy of the citizens of Edmonds is being
carried forth by the actions of the Hearing Examiner, now,
therefore,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON,
DO ORDAIN AS FOLLOWS:

Section 1. A new Subsection "G" is hereby added
to Section 10.35.010 of the Edmonds City Code providing for a
six month review of the Hearing Examiner by the City Council
and an oral and written report to the Council by the Hearing
Examiner coincident with such review, as set forth below:
G. Semi-annual Review. Every six months,
in January and July, the Hearing Exam-
iner shall prepare and present an oral
and written report to the City Council
outlining the actions of the Hearing
Examiner during the preceding six month
period. The purpose of such review is
to enable the City Council and the
Hearing Examiner to coordinate City
land use policy and philosophy.
Section 2. This Ordinance shall be in full force and
effect five (5) days after passage and publication by posting
as provided by law.
