Ordinance 2220WDT/trs 7/24/81'` ORDINANCE NO. 2220 AN ORDINANCE OF THE CITY OF EDMONDS, WASH- INGTON, ADDING A NEW SECTION 19.75.180 TO THE EDMONDS CITY CODE SETTING FORTH REQUIRE- MENTS FOR ALARM SYSTEMS IN CERTAIN BUILDINGS. WHEREAS, the following addition to the Edmonds City Code is necessary for the protection of the public health, safety and general welfare, now, therefore, THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO ORDAIN AS FOLLOWS: Section 1. A new section 19.75.180 is hereby added to the Edmonds City Code to read as follows: "19.75.180 ALARM SYSTEMS The following requirements for alarm systems shall apply to multi -family structures with 12 or more units, multi -family structures three stories or more in height, and all commercial buildings. A. General Requirements - Alarm Systems. The following are general requirements for alarm systems: 1. All installers of fire alarm systems shall hold either a General State Electrical Contractors License or a State Low Voltage Installer's License. Furthermore, a State Electrical Permit shall be required along with a State inspection before the Fire Department will accept any fire alarm installation. 2. The contractor shall furnish and install a complete 24 volt DC, closed circuit, and electrically super- vised system. The system shall include, but not be limited to, all control panels, power supplies, initiating devices, audible and visual alarm devices, and all accessories required to provide a complete operating system. The system shall operate as a continuous -sounding system which will sound all audible and visual devices until it is manually silenced or reset. 3. Provide and install all required equipment and accessories necessary to the proper operation of the system. All equipment shall be of the same company unless documentation is provided to show compatibility. 4. All equipment, devices, etc., shall be listed by Underwriters Laboratories and/or Factory Mutual and shall be approved for the purpose for which they are intended. 5. The system shall comply with all national, state, and city codes. The systems shall be approved by the Fire Department prior to installation. 6. The system shall comply with the following provi- sions of the current N.F.P.A. Standards: a. N.F.P.A. 72A, B, C or D, whichever is applicable. b. N.F.P.A. 72E c. N.F.P.A. 90A d. N.F.P.A. 101 Life Safety Code 7. All local alarm systems being installed shall be capable of being upgraded to a fully supervised system and be listed by Underwriters Laboratories and/or Factory Mutual for such use. 8. All alarm signals shall be automatically "locked in" at the control panel until the operated device is returned to its normal condition, and the control panel is manually reset. 9. The operation of a manual station or automatic activation of any smoke, or heat detector shall cause: a. All evacuation horns or bells to sound and lamps to flash continuously. b. Indicate on the control panel that the zone is in alarm until the operated device is returned to normal and the control panel is manually reset except that the alarms may be silenced as described elsewhere in these specifications. 10. All fire alarm panels shall provide an auxiliary set of SPDT contracts. 11. Any time a waterflow detection device is used in conjunction with a fire alarm panel, the following criteria shall be met: -2- 10 C. a. The waterflow indication shall be isolated to the last zone of the fire alarm panel. b. The installation shall be in conformance with Underwriters Laboratories Standard No. 864 which states that the silence switch in the alarm panel shall be bypassed on the zone that has a waterflow detector. The only way that the alarm may be silenced is by the waterflow switch returning to normal after the water has stopped flowing. Power Requirements. 1. Power shall be obtained from a 120 volt AC power supply. AC power shall be taken from a house panel and shall have a separate overcurrent protector provided. The house panel shall be in an area that is protected from unauthorized entry. 2. Battery back-up is required on any fire alarm installation. On a local alarm system there shall be enough battery capacity to run the alarm system in standby for twenty-four hours and after that time, sound all alerting devices for at least five minutes. On a supervised alarm system there shall be enough battery capacity to run the alarm system in standby for sixty hours, and after that time, sound all alerting devices for at least five minutes. Panel Requirements. A fire alarm panel shall be equipped with the following features: 1. A green L.E.D. shall normally be on, indicating that the system is receiving normal 120 volt AC power. A failure of normal power shall cause the L.E.D. to go out. 2. Rechargeable batteries with automatic high -low rate charger to maintain standby batteries in fully charged condition. There shall be a low/no battery trouble indicator that shall also operate the general trouble devices as specified herein but shall not cause an alarm to be sounded. 3. A power transfer circuit that will switch to standby power automatically and instantaneoulsy if normal power fails. 4. A trouble L.E.D. and sonalert, operating together, shall signal any trouble condition. Failure of normal power, opens, short on the indicating QcIM circuit, disarrangements in system wiring, or grounds shall cause the trouble L.E.D. to light and sonalert to sound. A silencing switch shall be provided to silence the sonalert which shall be so arranged that the trouble L.E.D. will remain lighted until the system is restored to normal. When the system is restored to normal, the sonalert shall resound to remind service personnel to return the silence switch to the normal position. 5. The initiating circuit shall be represented on the zone card in the control panel by an amber trouble L.E.D. and a red alarm L.E.D. Circuit trouble shall be indicated by the amber L.E.D. lighting. Audible trouble and alarm devices shall function as herein specified. 6. The initiating circuit shall be electrically super- vised for opens, grounds and short circuit faults in the wiring, and shall be so arranged that a fault condition will not cause an alarm to be sounded. The occurrence of any fault will light the trouble L.E.D and sound the sonalert. 7. Ground fault detector to detect grounds on the initiating circuit, indicating circuit, power cir- cuit and, if applicable, telephone line circuit. The ground fault detector shall have an individual L.E.D. for visual indication and operate the general trouble devices as specified herein but shall not cause an alarm to be sounded. 8. A short circuit L.E.D. shall be a standard feature of the fire alarm control panel. This circuit shall monitor the indicating circuit for short circuits and shall have an individual L.E.D. for visual indication of circuits as well as operating trouble devices as specified herein but shall not cause an alarm to be sounded. 9. All supervised remote signaling systems shall be the active multiplex type, or equal. They shall comply with Chapter 4 of N.F.P.A. 72D along with any other applicable standards. 10. All printed circuit boards shall be of the plug-in type and shall be electrically supervised for posi- tion. All control panel components shall be con- tained in a 16-gauge steel cabinet. All groups of circuits or common equipment shall be factory adjusted. Zone cirucits shall be clearly marked and shall be expandable by inserting interchangeable parts. -4- 11. All relays on printed circuit boards shall be plug- in type with dustproof protecting covers and shall be electrically supervised. 12. All transistors on printed circuit boards shall be of the same exact type and shall be plug-in. 13. Lightning protection shall be a standard feature of the fire alarm control panel and shall be incorpo- rated in the power supply circuit, common control circuit, indicating circuit, smoke detector power circuit, and if applicable, the telephone line circuit. 14. Individual circuit fuses shall be provided for the following: Individual circuit for smoke detector power, main power supply indicating circuit, battery standby power and external output. 15. A battery test switch shall be a standard feature of the fire alarm control panel. It shall disconnect the power supply and operate all alarm devices from standby batteries without sending a signal to the Fire Department or central station. 16. A test switch shall be a standard feature of the fire alarm control panel and shall test all super- vised alarm "red" L.E.D.'s. D. Initiating Devices. Automatic or manual initiating devices shall be from the same company as the fire alarm panel unless documentation is provided to show compati- bility. Documentation shall include proof that Under- writers Laboratories or Factory Mutual has listed the devices with the alarm panel being used. E. Audible and Visual Signaling Devices. All indicating devices shall be from the same company as the fire alarm panel unless documentation is provided to show compati- bility. Documentation shall include proof that Under- writers Laboratories or Factory Mutual has listed the devices with the fire alarm panel being used. There shall be provided in all handicap units visual alerting devices in both the sleeping areas and the living areas. Furthermore, outside of the building by any audible alerting devices, there shall be a visual altering device. All audible devices shall produce an audible level of at least 60 decibels or 15 decibles above ambient levels, whichever is greater. This decibel level shall be measured in the sleeping areas of all living units. -5- F. Fire Alarm Wiring. 1. All protective circuit wiring shall be 18 guage, 2 conductor or larger where applicable, 105' C., low voltage fire alarm cable. 2. All audible signal circuit wiring shall be 16 guage or larger where applicable, 2 conductor, 1050 C., low voltage fire alarm cable. G. Wiring Methods. All wiring shall be done in compliance with the National Electric Code, Articles 330 and 760 pertaining to Fire Alarm Signaling Circuits." Section 2. This ordinance shall be in full force and effect five (5) days after passage and publication by posting as provided by law.
