Ordinance 2225WDT/bjf 8/20/81 ORDINANCE NO. 2225 AN ORDINANCE OF THE CITY OF EDMONDS, WASH- INGTON, ADDING A NEW SECTION 8.64.030(22) TO THE EDMONDS CITY CODE TO PROHIBIT PARKING ON THE EAST SIDE OF SUNSET FROM EDMONDS TO CASPERS; AMENDING SECTION 8.64.065(2) TO ESTABLISH A FOUR-HOUR PARKING LIMIT ON THE WEST SIDE OF SUNSET FROM BELL TO CASPERS AND PROHIBITING PARKING FROM 8 P.M. TO 8 A.M.; AMENDING SECTION 8.64.065(6) TO ESTABLISH A FOUR-HOUR PARKING LIMIT ON THE WEST SIDE OF SUNSET FROM 120 FEET NORTH OF MAIN TO BELL; AMENDING SECTION 8.64.065(7) TO ESTABLISH FOUR-HOUR PARKING ON THE WEST SIDE OF OCEAN AVENUE AND TO PROHIBIT PARKING FROM 8 P.M. TO 8 A.M.; DECLARING AN EMERGENCY, AND ESTABLISHING PENALTIES. WHEREAS, Sunset Avenue in Edmonds is a residential street with single-family homes situated on the east side of the street and a city park along the west side, and WHEREAS, Sunset Avenue affords the residents of the street, as well as users of the city park scenic views of the sound and mountains, and WHEREAS, Sunset Avenue has become a favorite spot for certain people to cruise constantly along the street greatly contributing to the noise, traffic hazards, litter and pollution associated with this use, and WHEREAS, certain other people infringe upon the rights of others by parking their vehicles on Sunset Avenue and engage in activities creating loud noise, traffic hazards and litter, thereby reducing the enjoyment of others in the area, and -1- WHEREAS, the following parking restrictions will reduce the amount of traffic, thereby decreasing the noise, potential for traffic hazards, litter, and air pollution so that the scenic views may be better enjoyed by all persons, and WHEREAS, Ocean Avenue is also a residential street and similar restrictions should apply there, and WHEREAS, the City Council finds that for the above reasons, this ordinance is necessary for the protection of the public health, public safety and public peace, and should be effective upon adoption, THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO ORDAIN AS FOLLOWS: Section 1. A new Section 8.64.030(22) is hereby added to the Edmonds City Code to prohibit parking on the east side of Sunset from Edmonds to Caspers and to read as follows: "22. East side of Sunset from Edmonds to Caspers." Section 2. Section 8.64.065(2) of the Edmonds City Code is hereby amended to establish a four-hour parking limit on the west side of Sunset from Bell to Caspers, and to prohibit parking after 8 p.m., and to read as follows: "2. West side of Sunset Four hour parking eight a.m. Avenue from Bell to to eight p.m. No parking Caspers from 8 p.m. to eight a.m." -2- Section 3. Section 8.64.065(6) is hereby amended to establish a four-hour parking limit on the east side of Sunset from 120 feet north of Main to Edmonds, and to read as follows: "6. West side of Sunset Avenue from 120 feet north of Main to Bell Four hours maximum at any one time" Section 4. Section 8.64.065(7) is hereby amended to establish a four-hour parking limit on the east side of Ocean Avenue and to prohibit parking from 8 p.m. to 8 a.m. as follows: 117. West side of Ocean Four-hour parking 8 a.m. Avenue to 8 p.m. No parking 8 p.m. to 8 a.m." Section 5. This ordinance being a public emergency ordinance and having been passed by at least a majority plus one of the whole Council shall be effective upon adoption. Section 6. Any persons violating any of the pro- visions of this ordinance shall be guilty of a traffic in- fraction and subject to the fines set forth in Section 5.45.020.
