ORDINANCE N0. 2227
AN ORDINANCE OF THE CITY OF EDMONDS, WASH_
INGTON, AMENDING SECTION 2.10.030 OF THE EDMONDS
CITY CODE, ESTABLISHING A NEW ENGINEERING
DEPARTMENT AND OFFICE OF CITY ENGINEER; AMENDING
SECTION 2.10.033 REGARDING REFERENCES TO THE
DIRECTOR OF PUBLIC WORKS AND ADDING A NEW SECTION
2.10.034 TO ESTABLISH THE OFFICE OF CITY
ENGINEER; SETTING FORTH NEW DUTIES OF THE
DIRECTOR OF PUBLIC WORKS AND CITY ENGINEER
AND PROVIDING FOR COUNCIL CONFIRMATION.
WHEREAS, under the City's current organizational
structure, the Director of Public Works is in charge of the
engineering functions of the City as well as the Street
Division, Building and Grounds, and the Water/Sewer Division
and Equipment Rental Division, and
WHEREAS, after discussion and investigation, and
upon the recommendation of the Mayor, the City Council finds
that it would be in the best interest of the public to create
a new Engineering Department, headed by the City Engineer,
who would be appointed by the Mayor, subject to Council con-
firmation, and
WHEREAS, the City Council finds that this organi-
zational structure will promote efficiency in the operation
of both the engineering and public works functions and will
thus result in better services and cost savings to the
public, now, therefore,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON
DO ORDAIN AS FOLLOWS:

Section 1. Section 2.10.030 of the Edmonds City
Code is hereby amended to remove the engineering duties from
the administration of the public works director and to read as
follows:
"2.10.030 DIRECTOR OF PUBLIC WORKS There
is created the Office of the Director of
Public Works which shall be filled by appoint-
ment by the Mayor, subject to confirmation by
the City Council, and who shall serve at the
pleasure of the Mayor. The Director of Public
Works shall be in charge of the Building and
Grounds Division, Street Division, Water/Sewer
Division and the Equipment Rental Division,
and shall perform such other duties as may be
assigned by the Mayor."
Section 2. Section 2.10.033 of the Edmonds City
Code is hereby amended to read as follows:
"2.10.033 REFERENCE TO SUPERINTENDENT OF
PUBLIC WORKS Whenever references are made in
the Edmonds City Code or any Ordinance of the
City to the Superintendent of Public Works,
said references shall be construed to mean
the Director of Public Works, or designee."
Section 3. A new Section 2.10.034 is hereby added to
the Edmonds City Code to establish the Office of City
Engineer, provide for appointment and confirmation by the
City Council, to define duties, and to read as follows:
"2.10.034 CITY ENGINEER There is created
the Office of City Engineer which shall be
filled by appointment by the Mayor, subject to
confirmation by the City Council and who shall
serve at the pleasure of the Mayor. The City
Engineer shall be in charge of the Engineering
Department of the City and shall perform such
other duties as may be assigned by the Mayor."

Section 4. This Ordinance shall be in full force
and effect five (5) days after passage and publication by
posting as provided by law.
