AN ORDINANCE OF THE CITY OF EDMONDS,
WASHINGTON, AMENDING SECTION 3.20.050 (A),
(B), (D) TO REDUCE THE UTILITY TAX RATE FROM
SIX PERCENT (6%) to FIVE AND THREE -FOURTHS
PERCENT (5 3/4 %); AMENDING SECTION 7.30.030
(G) TO REDUCE THE SURCHARGE ON WATER
CONSUMPTION FROM SIX PERCENT (6%) TO FIVE AND
THREE -FOURTHS PERCENT (5 3/4%) OF THE BASE
RATE AND VARIABLE RATE; AND ESTABLISHING AN
EFFECTIVE DATE OF MARCH 1, 1983.
WHEREAS, the City Council of the City of Edmonds has
determined that the utility tax may be reduced from the present
six percent (6%) to five and three -fourths percent (5 3/4%) and
the surcharge for water consumption be reduced by a similar
amount due to increased revenues from other sources, now,
therefore,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON,
DO ORDAIN AS FOLLOWS:
Section 1. Section 3.20.050 (A), (B), and (D) are each
amended to read as follows:
"A. Public utility districts. Upon every
person, firm, corporation or other entity engaged in or
carrying on the business of selling or furnishing
electrical energy and power, a fee or tax equal to 5 3/4
percent of the total gross income from such business
within the City of Edmonds during the tax year for which
the license is required; providing, however, that there
shall be no tax or fee from revenues derived from the
sale of electricity for purposes of resale.
B. Natural or manufactured gas and service.
Upon every person, firm, corporation or other entity
engaged in or carrying on the business of transmitting,
distributing, selling and furnishing natural and/or
manufactured gas, a tax equal to 5 3/4 percent of the
total gross income from the sale of gas within the
corporate limits of the City during and for the term for
which the occupation license is required.
D. Telephone Business. A tax equal to 5 3/4
percent of the gross subscribers' exchange monthly
service charges billed to business and residence
customers located within the corporate limits of the
City, together with 5 3/4 percent of gross income
derived from intrastate toll service provided to
business and residential customers located within the
corporate limits of the City."
Section 2. Section 7.30.030(G) is hereby amended to
read as follows:
"G. Consumption Surcharge. All customers
shall pay an additional surcharge in the amount of 5
3/4 percent of the base rate and variable rate for
water as set forth in subsections A and B of this
section."
Section 3. The reduced utility tax rates and water
surcharge rates set forth in this ordinance shall be effective on
and after March. 1, 1983. In the case of the water consumption
surcharge, said reduced surcharge rate shall be effective to
billings sent by the City on and after March 1, 1983.
Section 4. This ordinance shall be in full force and
effect five (5) days after passage and publication by posting as
provided by law with the rate reduction being effective on the
date set forth in this ordinance.
