ORDINANCE NO. 2343
AN ORDINANCE OF THE CITY OF EDMONDS, WASHINGTON,
ESTABLISHING A PROGRAM OF TEMPORARY PUBLIC SERVICE
PROJECTS; DEFINING GOALS; ESTABLISHING CRITERIA; AND
PROVIDING FUNDING.
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO
ORDAIN AS FOLLOWS:
Section 1. Purpose.
Unemployment in the nation has reached record levels and
the people of the city of Edmonds have not been spared from its
effects. Government at all levels should place a high priority
on making every effort to get people back to work. The city
recognized that the primary efforts in this regard have come
from the federal and state governments which have both the
financial and other means to stimulate permanent and full
employment opportunities. However, the city intends to do what
it can within its limited economic means, to provide temporary
opportunities for people to obtain work and attempt to solve
the problem at the local level in an efficient and effective
way.
By this action the city does not intend to take work
away from any city employee, for that would only add to the
problem. Rather, it is the intent of the city to provide
temporary jobs for people on specific one-time projects which
would ordinarily not be done but which will greatly benefit the
public health, safety and general welfare.
The city hopes that its efforts will encourage other
local governments to undertake similar efforts to reduce
unemployment and demonstrate that large bureaucracies are not
necessarily the only way to solve national problems.
Section 2. Program Created
A. There is hereby created a program of temporary service
projects to be administered by such officials designated
by the mayor.
B. The property manager shall develop a list of temporary
public service projects to be performed. The public
service projects shall be designed to benefit the
general public and shall not result in any reduction in
work, or any permanent reassignment of duties for full
time city employees. Projects shall not be started
until specific funding is authorized by the city council
as provided in this ordinance.
C. The personnel director is authorized to establish
reasonable regulations in order to carry out the
provisions of this ordinance.
Section 3. Compensation
A. Persons eligible for work under the program must be
unemployed. The personnel director is authorized to
establish regulations and to coordinate efforts with the
Lynnwood Employment Security office in order to assure
compliance with the eligibility requirements of this
ordinance.
B. Compensation shall be at the rate of $3.35 per hour.
Persons employed shall not be eligible for MEBT, PERS,
medical, dental, or vision benefits available to full
time employees, and shall not be entitled to vacation,
sick leave pay or accrual thereof.
C. The maximum number of hours that a person may be
employed by the city under the program is 1040 hours.

Section 4. Funding
A. In order to insure that the program will meet the
purposes set forth in this ordinance, the mayor shall
submit a request for authorization for a specific
project to the city council. The mayor should specify
the general nature of the project, the number of people
to hire, the cost, including materials and equipment,
and an analysis of the effect, if any, of the project on
the work loads and duties of current, full time
employees.
B. Funds for this program shall be retained in the Council
Contingency Fund #119 until transfered by appropriate
resolution.
Section 5. If any section, sentence, clause or phrase
of this ordinance should be held to be invalid or unconsti-
tutional by a court of competent jurisdiction, such invalidity
or unconstitutionality shall not affect the validity or
constitutionality of any other section, sentence, clause or
phrase of this ordinance.

Section 6. This ordinance shall be in full force and
effect five (5) days after passage and publication by posting
as provided by law.
