ORDINANCE NO. 2353
AN ORDINANCE OF THE CITY OF EDMONDS, WASHINGTON,
AMENDING SECTION 19.75.175 (A) OF THE EDMONDS
COMMUNITY DEVELOPMENT CODE REGARDING SMOKE
DETECTORS AND FIRE ALARM SYSTEMS IN RESIDENTIAL,
MULTI -FAMILY BUILDINGS.
WHEREAS, the City of Edmonds provides fire protection to
all multi -family residential buildings in the City of Edmonds,
and,
WHEREAS, the City Council finds that it is necessary to
adequately protect life and property in such multi -family resi-
dential buildings and that adequate smoke detection and fire
alarm systems are installed according to the applicable codes
adopted by the Edmonds Community Development Code, and
WHEREAS, the City Council finds that fires in multi -family
residential dwellings pose a substantial risk of loss of numerous
lives and substantial amounts of personal property, and
WHEREAS, it is necessary to clearly set forth minimum
standards against which the adequacy of smoke detection and fire
alarm systems may be measured, now, therefore
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO
ORDAIN AS FOLLOWS:
Section 1. Section 19.75.175 (A) is hereby amended to
read as follows:
A. Residential Buildings
1. All multi -family residential buildings whether
existing or new, containing three or more units,
including but not limited to, apartment buildings
and condominiums, shall have smoke detection and
fire alarm systems installed that comply with 212-
10 WAC, as adopted by reference herein, and when
applicable, Section 10.307 of the 1979 Edition of
the Uniform Fire Code, as adopted by this code.
Installation shall also comply with the Uniform
Building Code as adopted by this code..
2. Sounding devices shall be installed on each floor
of such multi -family residential buildings so that
they are audible in all common areas of the
building. Sounding devices must be audible in each
room of every dwelling unit and at least one such
device shall be installed in each unit unless an
acceptable alternative is approved by the Fire
Chief. To be audible within the meaning of this
section, the required sound level, when measured in
each room of any dwelling unit or in every portion
of a common area, shall be at 15 decibles above the
ambient noise level and in no event less than 60
decibles.
Section 2. If any section, sentence, clause or phrase of
this ordinance should be held to be invalid or unconstitutional
by a court of competent jurisdiction, such invalidity or uncon-
stitutionality shall not affect the validity or constitutionality
of any other section, sentence, clause or phrase of this
ordinance.

Section 3. This Ordinance shall be in full force and effect
five (5) days after passage and publication by posting as
provided by law.
