Ordinance 2361WDT:jt 4/7/83 ORDINANCE NO. 2361 AN ORDINANCE OF THE CITY OF EDMONDS, WASH- INGTON, AMENDING SECTION 7.30.030 OF THE EDMONDS CITY CODE TO INCREASE WATER RATES FOR DUPLEX, APARTMENT HOUSE, CONDOMINIUM AND OTHER MULTI -UNIT RESIDENCES; DELETING SUB- SECTION 7.30.030(D) RELATING TO THE SUR- CHARGE; AND AMENDING SECTION 7.30.040 TO INCREASE RATES FOR UTILITY SERVICE TO DUPLEX, APARTMENT HOUSES, CONDOMINIUMS AND OTHER MULTI -UNIT RESIDENCES. WHEREAS, the City Council has found that certain adjustments in the water and utility rate structure are necessary in order to accomplish, among other things, equity between the various user classes, a sound financial base, funding for needed utility projects and a favorable bond rating, and WHEREAS, the City Council has held several public hearings and has afforded all interested parties an opportunity to be heard, and WHEREAS, the Council has considered, among other things, the difference in the cost of service to the various customers, the cost of maintenance, operation and repair and replacement of the various parts of the system, the quantity and quality of water furnished and other factors, and WHEREAS, the City Council has determined that the following rate adjustments are in the best interest of the public health, safety and general welfare, now, therefore, THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO ORDAIN AS FOLLOWS: Section 1. Section 7.30.030 of the Edmonds City Code is hereby amended to read as follows: 7.30.030 WATER RATES - METER INSTALLATION CHARGES The monthly rates for water supplied through meters are fixed as follows: A. Base rate. A base rate to be paid by customers for water supplied through meters is hereby fixed on a bimonthly basis as follows: Effective Rate(bimonthly) Date 1. Single family 5/l/83 9.34/unit residence 1/l/84 8.38/unit 2. Duplex, apartment houses, condominiums 5/l/83 5.31/unit and other multi -unit l/l/84 7.38/unit residences 3. In addition to the base rate, set forth above, there shall be an additional charge to the customer at the rate of $.86 per 100 cubic feet of water consumed. - 2 - C. Meter Installation Charges. 1. New service line and meter installation charges are fixed as follows: a. 3/4" inside city limits . . . . . . . . . $450.00 b. 3/4" outside city limits. . . . . . . . . 500.00 C. 1" inside city limits . . . . . . . . . 525.00 d. 1" outside city limits. . . . . . . . . 575.00 2. Cost of street restoration (all surfaced streets) to be added to any meter installation charge where applicable. 3. When approved by the city engineer, new service lines installed by developer on plats shall be credited as follows: a. 3/4" lines . . . . . . . . . . . . . . . $175.00 b. 1" lines . . . . . . . . . . . . . . . 200.00 D. Connection charge. A connection charge of two hundred dollars shall be made to each new customer connecting to the city water system, except for the water mains installed under Local Improvement District Nos. 115, 146, and 152. E. All rates set forth in this section shall be exclusive of any applicable taxes. F. Consumption Surcharge. All customers shall pay an addi- tional surcharge in the amount of 5-3/4 percent of the base rate and variable rate for water as set forth in subsections A and B of this section. Section 2. Section 7.30.040 of the Edmonds City Code is hereby amended to read as follows: 7.30.040 UTILITY CHARGES The utility charges set forth in this section shall be added to and made a part of the bimonthly rates for water supplied through the meters as set forth in Section 7.30.030: - 3 - A. For customers who are served by City waterlines, the following charges are imposed: CONNECTED UNCONNECTED TO SEWERS TO SEWERS 1. Single-family residence $14.91 (bimonthly) $5.96(bimonthly) 2. Churches, fraternal $17.13 (bimonthly) and service organi- zations with 3/4" meter 12. Churches, fraternal $61.27 (bimonthly) and service organi- zations with 1" meter C. These rates do not apply to industries or manufacturing con- cerns which have industrial wastes. These, together with other activities not covered in this chapter, shall be dealt with on a special basis and have special rates set for the particular business by the water/utility administrative staff, subject to review and approval by the City Council. Section 3. If any section, sentence, clause or phrase of this ordinance should be held to be invalid or unconstitu- tional by a court of competent jurisdiction, such invalidity or unconstitutionality shall not affect the validity or constitu- tionality of any other section, sentence, clause or phrase of this ordinance. Section 4. This ordinance shall be in full force and effect May 1, 1983 and after passage and publication by posting as provided by law. APPROVED: MAYOR, H. H.
