Ordinance 2442WSS:jt 7/11/84 ORDINANCE NO. 2442 AN ORDINANCE OF THE CITY OF EDMONDS, WASHING - TON, AMENDING CHAPTER 2.10 OF THE EDMONDS CITY CODE RELATING TO MISCELLANEOUS CITY OFFICERS BY THE ADDITION OF A NEW SECTION RELATING TO THE DIRECTOR OF COMMUNITY SERVICES AND DELETING THE POSITION OF PUBLIC WORKS DIRECTOR AND FIXING A TIME WHEN THE SAME SHALL BECOME EFFECTIVE. WHEREAS, the City Council has determined it is in the public interest to reorganize its administrative structure and, WHEREAS, the City Council believes that providing for a Director of Community Services reporting to the Mayor and providing management oversight for the engineering, public works, planning and parks and recreation divisions is an appropriate part of that reorganization, now, therefore, THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO ORDAIN AS FOLLOWS: Section 1. Chapter 2.10 of the Edmonds City Code is hereby amended by the enactment of a new section 2.10.027 relating to the Director of Community Services to read as follows: 2.10.027 DIRECTOR OF COMMUNITY SERVICES There is hereby created the office of Director of Community Services which shall be filled by appointment by the Mayor, subject to confirmation by the city council. The director of community services shall serve at the pleasure of the Mayor and shall be the administrative head of the department of community services, such department to be comprised of the engineering division, public works division, planning division, and parks and recreation division. Section 2. Chapter 2.10 of the Edmonds City Code is hereby amended by the enactment of a new section 2.10.028 relating to the duties of the Director of Community Services to read as follows: 2,10.028 DIRECTOR OF COMMUNITY SERVICES - DUTIES A. In addition to any other duties assigned by the Mayor, the Director of Community Services shall have the following duties: 1) Execute the decisions of the Mayor and city council relating to departmental responsibilities and provide overall management for engineering division, public works division, planning division, and parks and recreation division. The director shall report to the mayor as a member of a management team that reviews and develops policies and procedures for the improvement of city operations and functions; 2) Direct overall division operations, including engineering, buildings and grounds, streets, water/sewer, the treatment plant, equipment rental, planning, and parks and recreation activities; 3) Be ultimately responsible for making budget proposals and requests and controlling department expenditures and receipts for the divisions of the community services department; 4) To manage through division managers the operations of the divisions including the determination, assignment and supervision of employee workloads, provision for appropriate training, conduct of employee performance evaluations of division managers, and effective recommendation of formal personnel actions to the mayor including hiring, firing, disciplinary measures, salary adjustments, and promotions; 5) Advise the mayor, city council, division managers and others on engineering, public works, planning, building and parks and recreation related matters; - 2 - 6) Develop systems, procedures and practices applicable to the affected functions; 7) Be ultimately responsible for professional and comprehensive planning and to propose changes and updates of the comprehensive policy plan map and community development code; 8) Prepare and recommend capital improvement programs; 9) Monitor engineering aspects of city contracts and oversee the preparation of contracts for consulting services or construction; and 10) Supervise and support the city's safety program through the divisions which the director supervises. B. Any reference made in these ordinances to duties assigned to or the responsibility of the Director of Public Works or the Superintendent of Public Works shall be construed to refer to the Director of Community Services or his/her designee. Section 3. The position of Director of Community Services is hereby established to have a grade of E-10 under the current salary program. The Director of Personnel is hereby instructed to record this grade in the salary records of the City. Section 4. Chapter 2.10 of the Edmonds City Code is hereby amended by the repeal of Sections 2.10.030, 2.10.032 and 2.10.033 relating to the Public Works Director, his/her salary and references to the Superintendent of Public Works, respectively. Section S. This ordinance creates a new position and the Council recognizes that some length of time may elapse before this position is filled. During any period in which the Director of Community Services position is vacant, all - 3 - duties and responsibilities assigned by these ordinances to that office shall be exercised by the Mayor or his designee.
