Ordinance 2446WSS:jt 7/5/84 ORDINANCE NO. 2446 AN ORDINANCE OF THE CITY OF EDMONDS, WASHING - TON, AMENDING SECTION 15.00.020 RELATING TO APPLICATION FEES AND FIXING A TIME WHEN THE SAME SHALL BE EFFECTIVE. WHEREAS, the City Council has reviewed the application fees of its Planning and Building Departments and has deter- mined that certain of these fees no longer are commensurate with the costs of processing the applications, and WHEREAS, the City Council desires to set said fees at a level at or just below the cost of providing the adminis- trative service; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO ORDAIN AS FOLLOWS: Section 1. Section 15.00.020 relating to application fees is hereby amended to read as follows: 15.00.020 APPLICATION FEES The applicable application fee from the following list shall be paid before the Permit Coordinator may accept any application. Application fees are for city proces- sing services, and are not refundable because an applica- tion is denied or modified. The City Council may adopt rules providing for the partial refund of application fees for withdrawn applications in relation to the number of hours spent by the city staff in reviewing the application. A. Planning Division. 1. Comprehensive Plan Change: $250 2. Conditional Use Permit: $250 if reviewed by the Hearing Examiner or $80 if reviewed by the staff as provided by this Code. 3. Design Review: $110 for projects over 4000 square feet or 4 units, whichever first occurs 4. Home Occupations: $50 5. Housing For the Elderly: $30 6. Joint Use of Parking: $30 7. In Lieu of Parking (Review Fee Only): $30 8. Planned Residential Development: The fee shall be $575 plus $10 for each unit proposed. This fee shall be a total fee for both preliminary and final review. 9. Rezone: $250 10. Contract Rezone: $300 11. Setback Adjustment: $80 12. Sign Permit: $20, plus $1 per square foot of sign area 13. Shoreline Permit: $400 plus the actual costs of advertisement. 14. Street Map Change: $350 15. Subdivisions: a. Formal Subdivision: There shall be one total fee for both the preliminary and final plats of $475 plus $10 per lot. In the event that a subdivision request is filed in conjunction with a planned residential development appli- cation the fee shall be reduced to $100 plus $10 per lot. b. Short Subdivision: $120 plus $10 per lot C. Lot Line Adjustment: $90 16. Variance: Applications in RS zone or single family home wherever located - $125. All others $250. 17. Environmental Checklist: $45; no fee if filed in conjunction with another application for which a fee is levied by this section. 18. Environmental Impact Statement: Full cost of city review or preparation 19. Street Vacation: $375 plus cost of appraisal (if compensation for value of property vacated is _2- required, appraisal cost shall be credited to such compensation up to the amount of such compensation) 20. Extensions of time where authorized by this code: 50% of original application fee 21. Permit Review (Section 20.100.040): $150 22. Text Amendments to the Community Development Code: $250 B. Public Works Department. 1. Variance to Underground Requirements: $30 2. Sewer Connection/Repair: Inspection: $30 Reinspection: $30 3. Septic System: Design: $30 Inspection: $30 4. Drainage: 0.5% of system cost $25 minimum; one- half of original fee for each resubmission 5. Grading: $10 6. Retaining Wall or Rockery: None additional to UBC 7. Street Use Permit: Central Business District $25/year Other $10/year Renewal $10/year 8. Street Tree Permit: None 9. Parking Lot Construction: None C. Building Division. 1. Plan Check Fees: 65% of permit fees as stated in §304 of the UBC. 2. Relocation of Building: $25 if within 25 miles of city limits; $50 otherwise (see Section 19.35.020) 3. Housing Compliance Inspection: 1 unit $25; 2-9 units $100 and-10 units and above $200. -3- 4. Fence Permit: $10 or $25 if a pre -inspection is required. A plan check fee levied by the Uniform Building Code is extra if required. 5. The determination of value or valuation under the provisions of the UBC shall be based on the latest edition of "Building Standards," published by the International Conference of Building Officials. 6. Demolition Permit: $25 per building. Section 2. This ordinance shall be in full force and effect five (5) days after passage and publication by posting as provided by law.
