AN ORDINANCE OF THE CITY OF EDMONDS, WASHINGTON,
AMENDING CHAPTER 2.35 ECC (VACATION AND SICK
LEAVE) TO ADD JUNE 19TH (JUNETEENTH) AS A CITY
HOLIDAY; PROVIDING FOR SEVERABILITY; AND SETTING
AN EFFECTIVE DATE.
WHEREAS, on May 13, 2021, Governor Jay Inslee signed Substitute House Bill 1016,
making June 19' (known as Juneteenth, Emancipation Day, and Freedom Day) a paid day off for state
employees starting in 2022; and
WHEREAS, the City Council agrees that June 19', which has been celebrated across
the nation as Juneteenth to mark the emancipation of those who had been enslaved in the United States,
should be acknowledged and celebrated by all Washingtonians; and
WHEREAS, it is the City Council's intent to designate Juneteenth as a City holiday,
starting in 2022, to celebrate the end of chattel slavery; and
WHEREAS, the City Council wishes to encourage City employees to use June 19'' as
a day to engage in fellowship with Black/African Americans; revisit our solidarity and commitment to
antiracism; educate ourselves about slave history; and continue having conversations that uplift every
Edmonds citizen;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EDMONDS,
WASHINGTON, DO ORDAIN AS FOLLOWS:
Section l . ECC 2.35.020, subsection A, is amended to read as follows (new text is
shown in underline):
2.35.020 Holidays.
A. Each employee shall be entitled to one day away from service for each of the following holidays:
January l st (New Year's Day);
Third Monday of January (Martin Luther King, Jr. Day);

Third Monday of February (Presidents' Day);
Last Monday of May (Memorial Day), -
June 19"' (Juneteenth) (starting in 2022):
July 4" (Anniversary of Declaration of Independence);
First Monday of September (Labor Day), -
November 1 1" (Veteran's Day);
Fourth Thursday of November (Thanksgiving Day);
Day immediately following Thanksgiving Day;
December 24th and 25th (Christmas Eve and Christmas Day).
Section 2. Severability. If any section, sentence, clause or phrase of this
ordinance should be held to be invalid or unconstitutional by a court of competent jurisdiction, such
invalidity or unconstitutionality shall not affect the validity or constitutionality of any other section,
sentence, clause or phrase of this ordinance.
Section 3. Effective Date. This ordinance, being an exercise of a power specifi-
cally delegated to the City legislative body, is not subject to referendum, and shall take effect five (5)
days after passage and publication of an approved summary thereof consisting of the title.
