Wilson Assistant City Engineer SUBJECT: MOUNTLAKE TERRACE SHORT PLAT NO. 75 (BLUEPRINT HOMES) ROCKERY A14D GUARD RAIL/April 23, 1981 Meeting with °,Joel Birchman and Douq Herman Reference: Letter dated October 27, 1980 from Joel Birchman/Mountlake Terrace to Blueprint Homes, Inc. At the request of Doug Herman/Blueprint Homes, Inc., Joel Birch - man and Pat Wilson met with him on the site at 11:30 a.m, on April 23, 1981, to again discuss: (1) the rockery and slope at the top of the rockery; (2) the guard rail requirement as spel- led out in Mountlake Terrace letter of October 27, 1980, and (3) possibility of a street light on 74th Ave. W. in the vicin- ity of the entrance of the new driveway which accesses Lots 1, 2 and 3, Short Plat No. 75. 1) We reaffirmed our findings of meeting held on -site on Octo- ber 14, 1980 which were: A -(.There is a slide potential toward Mountlake Terrace side and a possibility of undercutting the roadway on the Edmonds side if a steep slope is allowed. A-2.There is a need for a rockery of sufficient height to support a proper slope to the roadway. B. Joel Birchman and Pat Wilson agreed that the 3:1 slope from the roadway to the top of the rockery, as noted in Mount- lake Terrace letter dated October 27, 1980, may be modified to 2 Horizontal:l Vertical and the rockery must be raised as required to meet this slope. 2) We reaffirmed our findings of meeting on October 14, 1980 and subsequent Mountlake Terrace letter dated October 27, 1980 which were: A. The absence of a shoulder on the east side of 74th Ave. W. and subsequent cutting of bank and removal of substantial a- mounts of vegetation adjacent to this roadway by Blueprint Homes created a safety hazard. B. Guard Rail is required adjacent to the roadway on 74ttA-Q Ave. W. to prevent cars from driving off the roadwav and^ t`le dropof_ f . - • Memo to File: From: Page -2- 74th Ave. W. & 23423 74th Ave. W. Patrick 0. Wilson C. Joel Birchman and Pat Wilson aqreed that the guard rail required by Mountlake Terrace letter dated October 27, 1980 should be a highway type guard rail and Blueprint Homes is required to provide and install it from the first power pole (approximately 610 feet south of the new driveway entrance) and thence south to the south line of Lot 3. All other requirements of Mountlake Terrace letter of Octo- ber 27, 1980 were reaffirmed. 3) In re: Street Light: There is an existing telephone and TV cable pole just north of the new driveway entrance on the east side of 74th Ave. W. Both Joel Birchman and Pat Wilson felt that a street light in this vicinity was warranted. The City of Edmonds will pursue this with P.U.D. Additional Note: 4) As a result of meeting on -site on October 14, 1980, a study of the driveway entrance east of 74th Ave. W. was made by the Edmonds Traffic Engineer. It was found that a guard rail north from the power pole located approximately 60 feet south of the new driveway and extending north to the new driveway entrance would constitute a sight obstruction for cars enter- ing 74th Ave. West from the new driveway. It was, therefore, ordered on October 14, 1980 that the City of Edmonds install 6-inch diameter bollards with reflectors at 10-foot spacing for this 60 feet, only. BALLINGER The above,(3) building lots are within the corporate limits of Mountlake Terrace, but front onto 74th Avenue W., Edmonds and are to be served by Edmonds water and sewage is to be routed into the.Edmonds portion of the Ballinger trunk line. They will be"treated as an "outside City" account as agreed with Mountlake Terrace. The address of the most northerly of the three lots was given on Utility Service Order dated March 18, 1981 as "23511 - 73rd W., Mountlake Terrace." We reviewed the subject lots.on April 7, 1981 and discussed the intended addressling with Gordon Acker, Building Official for Mountlake Terrace, together with Mountlake Terrace's Planning and Engineer- ing Departments. Findings and conclusions are as follows: 1.11 Access to the (3) lots is had by a private drive I 'or road, across easements on the west side of said lots, and adjacent to the road designated on our maps and street -signed "74th Avenue W." 2.- Mountlake Terrace designation of "73 W" was taken from the Kroll Atlas, (which was in error) and was .intended to mean "74th Ave. W." as shown and street -signed by Edmonds. 3.Addresses of the (3) lots must be changed to con- form to the existing address on 74th Ave. Gil., and to remove the conflict with the already existing house addressed as "23511 - 74th Ave. W." which is three doors south of the new house indicated on the above said Utility Service Order. 4.1 It was agreed by Mountlake Terrace to revise the addresses of the (3) new lots as follows: a. The new lot east of 74th Ave. W. and slightly south of that house now numbered 234.22 - 74th i Ave. W. shall be changed from "23511 - 73rd.W., Mountlake Terrace" to "234.23 - 74th Ave. W.., " Mountlake Terrace. • • Memo to Hal Reeves April 8, 1981 page 2 b. During that meeting you assigned three addresses on 74th Avenue West. Those being 23423 - 74th Avenue West, 23431 - 74th Avenue West, and 23435 - 74th Avenue West in the city limits of Mountlake Terrace. The reason for clarification on these addresses is that the City of Edmonds will be selling and installing the water meters that will service these lots. It will be helpful if you could send us a copy of the legal descriptions for these lots.
