The Edmonds Historic Preservation Commission maintains the Edmonds Register of Historic Places, listing sites that have been formally designated historic places in Edmonds. To apply to be on the Register, simply download the application form. If you have questions or need help completing the fi contact the Commission and a member will be glad to help you. Completed applications may be mailed or dropped off at the Edmonds Planning Divisi There are a number of potential benefits available to properties listed on the Edmonds Register of Historic Places. These include: • Pride in Preserving a Piece of Edmonds' History. It is important to preserve the historic character of Edmonds for future generations to enjoy. Registering your historic building helps to preserve this heritage and ensures that the "small town" feeling of Edmonds will endure. All properties li; on the Edmonds Register receive special recognition by the City Council and display a bronze plaque recognizing their historic value. • Special Tax Valuation: Qualifying rehabilitation costs maybe deductible from the assessed value of your property for 10 years. This means that yo may qualify for a financial break after the restoration of your historic property. • Building Code Relief: Special building codes — such as the Existing Buildings Code — may be used in the remodeling or alteration of historic buildings. These codes provide more flexibility for historic buildings in meeting current code standards. • Zoning Code Relief: In certain zones, more flexibility may be granted to buildings on the Edmonds Register of Historic Places when portions of thf building don't conform to existing zoning standards. More flexibility is also granted to enable the restoration or rebuilding of an historic building wl it doesn't otherwise meet current zoning codes. • National Register Benefits: Properties listed on the National Register of Historic Places are eligible to obtain benefits for fagade easements or rehabilitation tax credits. These benefits may result in tax deductions or credits that can significantly benefit the historic property owner. Staff Recommendation N/A Narrative Staff is providing information on the Shirley Johnson house at 9309 Bowdoin Way. Attachment 1 is information from a Council Committee meeting on the donation. Attachments: Attachment 1: Shirley Johnson donation Council agenda item Attachment 2: Pages from 2015 Edmonds historic survey report Packet Pg. 17 6.2.a City Council Agenda Item Meeting Date: 09/14/2021 Shirley Johnson Property Donation Staff Lead: Angie Feser Department: Parks, Recreation & Cultural Services Preparer: Angie Feser Background/History Long-time Edmonds resident Shirley Johnson has generously gifted to the City her private property located at 9309 Bowdoin consisting of 1.14 acres of single-family residential land adjacent to Yost Park. (Attachment #1 - Aerial Graphic Map) Ms. Johnson passed away in January of this year and, at this time, the Estate has been settled. The property has improvements including non -occupiable house and some additional outbuildings that are in poor condition. It is relatively flat, with a slight downhill slope from the southeast to the northwest and consists of mostly open areas with a small number of large trees. The small house, several outbuildings and a considerable number of personal items will become property of the City once title is transferred. Currently the house and an outbuilding are secured and the site has had some minimal landscape maintenance through the summer. The gifted property was conditioned per the Last Will and Testament of Shirley Johnson (Attachment #2 - Johnson Will) including a purpose clause which states that the property is given to the City "specifically for purposes of being used as a park and/or a community garden site and/or to cultivate and grow plants, fruits, vegetables and other related things all for the City of Edmonds and for the citizens of Edmonds and the local community as the City of Edmonds deems best in their discretion." The July 6, 2021 Appraisal values the property at $350,000 based on the deed restriction limiting the use of the property to park/public use. The appraisal noted, however, a prior unfulfilled agreement estimated the value to total $1.5M based on valuation of the property's development rights of about six potential residential lots. There were expenditures settling the Estate totaling $46,532 including attorney fees, back taxes and title insurance, which the City has agreed to cover. Staff Recommendation Staff recommends the Parks & Public Works Committee advance this item to September 21, 2021 Regular Council Meeting for consideration of Council to accept the donation of the Shirley Johnson property located at 9309 Bowdoin Way in Edmonds. Narrative This donated acquisition supports two goals of the 2016 Parks, Recreation and Open Space (PROS) Plan The Plan's Goal #2 is to provide an interconnected park system that offers a wide variety of year-round recreation opportunities and experiences in harmony with Edmonds' cultural identity and the natural Packet Pg. 18 6.2.a environment; and Goal #4 is to preserve and provide access to natural resource lands for habitat conservation, recreation, and environmental education. This property provides opportunity to advance these goals by connecting to and supporting Yost Park and providing year -around access in this natural environment as well as providing for additional habitat conservation and significant environmental education due to historic uses of gardening and farming.
