CITY QF EDM!oND About Andy Eccleshall I live in Edmonds, WA with my wife Ingrid and son Jack. I have been a professional artist for 30 years. Born in the Midland town of Stafford, England, I began my artistic career at the age of 16 specializing in architectural illustration and landscape painting. Stafford is an ancient town nestled in the lowlands of the North Midlands.and surrounded by farmland and moor land. Mist covered pastures in the fall, dramatic scenery of the Pennine Hills and a pastoral rolling landscape with features centuries old, were constant sources of inspiration for me. After several years as a fine artist and illustrator, I returned to education in 1992 at the Exeter Faculty of Arts and Design in southern England. In 1994, I moved to the United States and travelled extensively during the first few years. I was dazzled by the enormous contrasts in the landscapes across the country -- the beauty of the changing seasons against the never ending and ever changing landscape. I Moved to Seattle in 2000 with my family and to Edmonds in 2002. I am inspired by drama in nature and contrasts in light and form. I am fascinated by atmosphere, light and weather and the moods they create. This country and especially this region is blessed to have such a wealth of inspiration. Analysis: 1. Location. The proposed mural is located within the BD (Downtown Retail Core) zone. The proposed mural will fill the wall area above the existing awning of the building located at 111 — 4`h Avenue North. 2. The Comprehensive Plan designation for the site is Downtown/Waterfront Activity Center — Retail Core. The murals satisfies the intent of ECDC 22.43, specifically treating blank walls, as well as the following goals and policies from the Comprehensive Plan: a. Downtown Design Objectives are found on pages 56-60 and are intended to encourage high quality, well designed projects to be developed in the downtown waterfront area that reflect the values of the citizens of Edmonds. b. "Improve pedestrian access and way -finding by providing a variety in building forms, color, materials and individuality of buildings" (page 57). c. "Art should be integrated into the design of both public and private developments, with incentives provided to encourage these elements" (page 58). d. "Public art and amenities such as mini parks, flower baskets, street furniture, etc., should be provided as a normal part of the public streetscape. Whenever possible, these elements should be continued in the portion of the private streetscape that adjoins the public streetscape" (page 58). 3. Sign type. The mural is considered a wall graphic and wall graphics are conditionally permitted sign types in the Downtown/Waterfront Activity Center. Review criteria for murals are contained within ECDC 20.60.015.C.3: a. Quality of the materials used to create the artwork. Materials should be resistant to fading; no fluorescent paints: The mural will be painted using Nova acrylic paint and products. Nova employs a tough, durable, 100% acrylic resin suitable for use outdoors. The mural will also be treated with a clear Page 1 of 2 top coat to protect against dampness, fading due to UV rays or weather damage. No fluorescent paints are proposed for any of the murals. b. Durability and permanence, including ability to withstand age, vandalism and weathering. Consideration should be given to anti -graffiti coating: The mural will be painted using Nova acrylic paint and products. Nova employs a tough, durable, 100% acrylic resin suitable for use outdoors. The mural will also be treated with a clear top coat to protect against dampness, fading due to UV rays or weather damage. The Mural Works, Inc. will be responsible for any touch ups or repairs required over time. c. Compatibility of the artwork with architectural elements, other` elements of the street, and adjacent structures. Compatibility shall be determined by relationships of the elements of form, proportion, scale, color, materials, surface treatment, and size and style of lettering. Lettering shall be minimized, but may be considered for inclusion when necessary to the artistic content. The mural is compatible with the character of the building on which it is being placed as well as the downtown Edmonds streetscape. Letter's proposed for the mural are the titles of the books Which are the subject of the mural. A condition of approval is being added that none of the books contain the name of the store on which the mural is located.
