In our meeting we provided you a site plan that -highlights the easement and reflects the property in question. I met with Mrs. Eng and Mr. Jones and gave them copies of the same site plan provided to you and reviewed the easement and the access issues. They are now aware of the easement location and the current traffic= patterns as shown on the site plan. Neither owner has objections to our.crossing their property. We note that several new meters and roof drains have been added to the rear of the buildings. Staff does not have the authority to approve installation of items not reviewed by the ADB. We suggest two options for your consideration: 1. Some form of screening should be added to the rear elevations. Screening would take care of the roof drain and utility meter installations. This could.be reviewed by Staff. 2. If you do not wish to screen the equipment, you may go back to the ADB for review of an alternative solution. Should you choose this option, an application for the ADB is enclosed. The next submittal date is April 13 for the May 4, 1988 meeting. Prior to approving temporary occupancy, the engineering department is required to make a field inspection of the site. On March 17th, the inspection revealed two concerns: 1) The access from the north side of the property from SR104 is wider than allowed by City Code. 2) The access easement from the rear parking lot onto and across the neighboring property to the north is irregular. The first concern may be resolved by applying and being granted a variance from the Hearing Examiner. Prior to granting temporary occupancy you would be required to make an application with the Planning department for this request. The second item is important because the parking lot circulation is predicated upon being able to use this way out of the property and back onto SR104. This must be resolved directly through the Engineering department contact Dan Smith at 771-3202. No temporary occupancy shall be granted until these two items are resolved. First, the access driveway onto the north side of the site from SR 104 is wider than allowed by City Code. After reviewing the situation with Bob Alberts, we would not protest the curb cut being left as constructed. This wider cut allows for safer and quicker access off of, and onto, SR 104 from the site. The code, however, requires that the owner obtain a variance from the standard. We would need some type of security in case a variance is not approved to assure the code is met. Second, it has been brought to our attention that the Westgate project access easement from the rear parking lot onto and across the neighboring property to the north may have some irregularities. Because the parking lot circulation is predicated upon being able to use this way out of the property and back onto SR 104, this problem needs to be addressed prior to any temporary occupancy being granted. As further stated in section 303 before such work can be recommenced a new permit shall be obtained and one half of the original permit fee will be paid. REGIONAL ENGINEER I have made a rereview of the above -mentioned project with respect to revised plans and other data dated April 23 and May 1, 1987 but not received by us until May 5:1 Please refer to our letter of April 6, 1987 for the original comments Please. Note that I ant providing a rebuttal to those items which remain outstanding from that list. Those items not specifically mentioned below have been satisfied. NONSTRUCTURAL COMMENTS 1. HC details: The details of the required signs should be listed on the plans. 2. Area justification: This is for your information. 3. Fire wall: Wire lath should be shown for the stucco and treated plates plus top and bottom lateral connections for- the wall should be shown. 5. f. Roof drainage: There does not appear to be a para- pet on this existing wall which is a problem in the first place. But if there will be a parapet added then no openings are allowed in the parapet and the over- flow drainage could not be done for this wall. All in all a revision appears to be required. 7. Electrical lights: The designer should indicate exactly how much is required and show how much he has provided to show that the provided is less than the required. Easterly walls, Building B: The engineer indicates that the reinforcement and grouting of this wall has to be verified. I am returning all data and plans to you. Note that some corrections have been made in red pen on the final plans. Enclosed you will find a set of calculations which addresses each comment. The following is an item by item summary of our response. 1. Material specifications have been added to the drawings. 2. The existing roof was investigated for drifting snow criteria and found to be adequate. 3. The connection of the canopy kickers has been revised such that the horizontal reaction will be distributed into the roof diaphram which is adequate to accept that load. 4. The existing cantilever GLB's have been checked relative to the new canopy loads and are adequate. 5. The brick pilasters along the north face of Building "A" and the easterly face of Building "B" are decorative and are adequate with reinforcement as originally detailed. A new connect -ion has been provided at the top of the column to allow the GLB to provide lateral support to the column without imposing vertical loads onto the column. However, the two columns on the north end of Building "B" are load bearing columns and have been revised accordingly. 1611 116th N. If the existing masonry walls along the easterly side of Building "B" are assumed to have minimum reinforcement and grouting, they will supply sufficient lateral resistance. This should be verified at time of construction. b. The north wall of Building "B" remains adequate for lateral resistance with the addition of the new window. C. The masonry columns are adequate for lateral resistance as revised. d. The existing roof GLB at the north wall continues to function as a drag strut. It's connection to the center pier of the north wall must consist of 7-7/8" 0 anchor bolts (or an equal arrangement). This should be verified during construction. The window header does not function as a drag strut in this instance. e. The roof diaphram consists of 3" T&G decking which appears to have 1/2" plywood sheating on top. Nailing should be 8" at 6" centers along edges, 12" centers in field. Nail penetration into end GLB's to be 1-1/2". f. The canopy framing was checked for uplift. Connects were detailed accordingly. g. The connection of the GLB's to the existing columns was checked and found to be adequate. Sufficient dead load is provided. 1. The address of the building should be visible from the street after these additions. Section 513 5. Canopy roofs: a. The rough sawn cedar plywood at the back of the canopies should be detailed as CC grade. Section 1707 b. Canopies should be divided into approximately equal areas by draft stops such that there is no more than 60' between the stops. Section 2516(f) B (iii). The details and location should be shown. C. In Detail 5/A-4, fire blocking should be provided at the 2 x 10 rafters between the top of the wall and the sheathing. Section 2516(f)1 . This will also act as blocking for the lateral transfer and should have boundry nailing into it. d. The roofing is required to be fire -retardant. Section 3202(b). Not only do the cedar shingles have to be fire -retardant treated, they have to a part of a listed Class B system which requires solid sheathing. Section 3203(c)11. The designer should identify the manufacturer of the listed system and show all of its details. e. The flat roof over the "tower" should also be a listed Class A or B system. f. The roof drainage from the existing building should be shown including provisions for emergency overflow. Section 3207. The designer should also show how that drainage plus the drainage off of the new canopies is conducted to the storm drainage system without flowing over public property. 6. Both panes of the new storefront windows, Detail 6/A-4, should be shown as labeled impact types. Section 5406(d). The glazing in the glass doors in the new storefront shown on floor plan A-3 should also be indicated as impact glazing. 7. The electrical lights under the canopies should be no more than 2 watts per square foot (the canopies are "interior"). The existing roof should be examined for drifting snow criteria caused by the new canopies being higher than the existing roof. 3. The existing beams over the store front should be justified for the horizontal thrust caused by the canopy kickers as well as the other vertical loads. 4. The existing cantilever GLB's should be justifiedforthe new canopy loads. 5. The brick pilasters should be justified for lateral and vertical loads. Column details may be required. Section 2407 6. Lateral resistance: a. The existing easterly storefront walls in Building B should be justified for north -south lateral loads contributed from the canopy. The existing reinforcement and grouting schedule should be detailed in order to justify the resistance calculations. Note that the shear resistance has to be based on 1500 of the lateral load. Section 2407(h)4 F (page 158). b. The north wall of Building B which has a new window opening should be justified for the total lateral load resistance including any net overturn forces. C. The masonry canopy columns should be justified for lateral load resistance. d. How is lateral load transferred across the opening with the block removed, Section 6/A-4? What is the diaphragm connected to? If the wooden beam acts as a drag strut, it has to be connected adequately to the block and the block has to be reinforced to take the tension forces induced. e. Wall and roof/ceiling diaphragm nailing should be detailed. f. Canopy framing should be justified for wind uplift. Section 2311 (f) . It is most critical at the corners. Table 23-H (Cq = 2.8) . g. The connection of the cantilever GLB's to the existing columns should be justified to resist the net wind uplift forces. Their footings should also be heavy enough. Based on these findings, prior to submission of any development permit, you will be required satisfy the requirements of ECDC 20.15B by completing the following: Steep Slope Hazard Area Delineation Requirements: To determine if a Steep Slope Hazard Area does exist, a topographic survey prepared by a Licensed Land Surveyor delineating Steep Slope Hazard Areas must be completed. Any slope of 40% or more with at least 20 feet of rise will be classified as a Steep Slope Hazard Area. A 50- foot buffer is required from both the top and toe of the slope. A 15-foot building setback is required from the 50-foot buffer. For development of any kind which is proposed within the critical area, 50-foot buffer or 15-foot buffer setback, it must be shown that the development will not adversely impact the Critical Area or its buffer, by doing one or possibly both of the following depending on the outcome of the study: 1. For development proposals which will occur within the 50-foot buffer, but no closer than 10 feet from the top or toe of the slope, the 50-foot buffer requirement may be reduced to 10 feet if a study is completed by a licensed geologist or geotechnical engineer which clearly demonstrates that the proposed buffer alteration will have no adverse impact upon the site, the public or any private party. All Critical Area Studies, except those done by a licensed geotechnical engineer, must be completed under a three party contract where the City hires the professional required, and the applicant pays for the study (pursuant to ECDC Section 20.15B.140). 2. If development must occur within the critical area, buffer, and/or buffer setback, and is not identified as an exception per ECDC Chapter 20.15B, a Reasonable Use Exception and Variance must be obtained pursuant to ECDC 20.15B.170A and 20.15B.040C. Erosion Hazard Area The site is also in an area designated on the Critical Areas inventory as Slopes with Erosion Potential. All proposed development must have an erosion control plan approved by the City of Edmonds Engineering Department. Having reviewed the new ordinance, we are asking for a slight variance to the application of the grease interceptors for the above referenced location. We have three tenants which we propose share one grease interceptor; the Sub Shop and Mountain Mike's are operated under joint ownership and the third, Starbuck's. Mountain Mike's will be remodeling and adding an oven to prepare pizzas on site, and even with the remodel these operations all fall in the minimal use area of the new ordinance requirements and therefore could easily share one location. Our actual preference would be to oversize this interceptor to accommodate the balance of the building if a future tenant's use required a grease interceptor for the remainder of the building. Our engineer has shown the drawing as adding a second location to the south in case your office requires a separate interceptor for future uses in this building. As the owner of the building, I will agree to be responsible for the interceptor maintenance on behalf of the three (3) tenants currently using grease traps. Their grease traps would be removed as you require and new plumbing connections placed to the new interceptor. As the Landlord, maintenance would be scheduled according to the ordinance every ninety (90) days, no matter what level of volume was in the interceptor. The maintenance would be contracted for on a prescheduled basis with an outside service. If the usage changed in any of the three spaces, not requiring a grease interceptor, I would agree to cap off the interceptor use. Likewise if the use intensified, I also agree that a separate grease interceptor could be required for that tenant provided we could locate it in the secondary location shown on the drawing. Steve Koho was very helpful in helping us understand the importance of this issue and the requirements of the new ordinance for the wastewater treatment service in the City of Edmonds. I take pride in the property and our staff protects the value by providing the maintenance to keep the building looking good and in good working order. The Architectural Design Board reviewed the design of the Westgate Village site in 2001 (ADB-01-170) which included signage. The Hearing Examiner approved the ADB's design recommendations in a consolidated permit with CU-01-171 and V-0I-172 through V-01-179. Because the signs are the subject of a sign package (ADB-01-170), the design standards of the package apply. Analysis 1. Design Standards. Signage for the site was approved in ADB-01-170 (see attached). The proposed signs match that approved by the ADB in 2001. 2. Sign type. The two wall signs (east and west facades) are channel letter with interior illumination. These are currently allowed by code and match what was approved by the ADB. The proposed internally illuminated cabinet sign for the freestanding monument on 100'' Ave. also matches what was approved by the ADB. If not for the sign package, however, this sign would not be allowed since it would not satisfy the condition for illuminating a sign face in the Westgate/SR104 district (ECDC 20.60.020.M.2). 3. Number of signs. According to ECDC 20.60.025.A.4, a maximum of three commercial signs may be installed at the subject location, excluding window signs. The three proposed signs are the maximum allowed for the tenant. 4. Sign size. According to ECDC 20.60.025.A.2, the maximum total permanent sign area for uses in the BN zone is one square foot of sign area for each lineal foot of wall containing the main public entrance to the primary building. The tenant space is 24 feet wide and so would normally be allowed 24 square feet of signage. The sign package provided additional square footage, however. The two wall signs are each 9.3 square feet (18.6 square feet total) which meets code. The proposed cabinet sign is 12 square feet — this extra square footage was allowed for tenants in ADB-01-170 (see attached). The proposed signage satisfies the sign package requirements. 5. Sign height and location. The signs are located on the facades and within the existing freestanding sign along I OO h as approved by the ADB. 6. Colors. The proposed signage is in typical `Subway' colors - white, yellow and green.
