Background/History
Planning Board position #2 was vacated on May 12, 2021 due to the resignation of Dan Robles. Roger
Pence, who held the Alternate position moved into the unexpired term of position #2. This left the
Alternate position open.
Staff Recommendation
Interview candidate Richard Kuehn for appointment to Planning Board Alternate position.
Narrative
Mayor Nelson reviewed the eight previously interviewed candidates for position #5 and chose candidate
Richard Kuehn to fill the open Alternate position. Richard had a strong interview and Mayor Nelson
believes who will bring a different skill set to the board.

Of the eight candidates Mayor Nelson interviewed, he believes Judi's strong skill set and knowledge
make her an excellent candidate for the position. Judi is the Executive Director of the Washington
Association of Sewer and Water Districts, she is a long-time Edmonds resident, and she most recently
served on the Citizen's Housing Commission.

APPLICATION FOR PLANNING BOARD POSITION
Status and Background
I am currently the Executive Director of the Washington Association of Sewer and Water Districts. This is
a nonprofit organization of pubic water and sewer districts and the businesses that serve them. We
provide education, advocacy and networking services. I forge and implement the strategy for the
organization under the governance of a 15 member Board. I oversee staff that implement educational
programs, and provide direction for meeting the networking needs of our members. Prior to this I was
with Seattle Public Utilities for over 35 years. During those years I worked in intergovernmental
relations, service contract negotiations, policy, planning, program delivery, and oversaw programs such
as 5uperfund Cleanup, citytree program, drainage and wastewater outreach, water conservation, and
more.
Organizational Affiliations
I am a founding member and currently affiliated with the Secular Jewish Circle of Puget Sound, a
humanistic Jewish community.
Why are you seeking this appointment?
have lived in Edmonds for almost thirty years and care deeply about the character of the community in
which I raised my three children. In that time i have experienced the impacts of growth and change in
the city and see on the horizon ever greater need for adaptations fo r the future of our city. My recent
experience on the Citizens Housing Commission wet my appetite for broader involvement in shaping the
future of our community, whether its Highway 99 improvements, the tree code, and whatever else is
part of the Planning Board work plan. I'd like to play a role in influencing the future of Edmonds on
issues with long-lasting impact so that my children can enjoy living in our great city. I feel I have the
temperament, background, and commitment to public service needed for a commission that addresses
complicated and sometimes emotional issues.
Ski Is and knowledge to meet the criteria
Throughout my career I have had to understand diverse bodies of knowledge and stakeholder
viewpoints, and synthesize that for decision -makers. it is one of the strongest skills I'd bring to the
Planning Board. During myyears at Seattle Public Utilities (SPU) I developed water system plans which
involved understanding stakeholder positions and working with them to arrive at recommended policies
for meeting growth and sustainability needs of the water system that serves 1.4 million people. Aside
from the water system plans, I engaged in other water supply and water quality related policy that
required developing and analyzing policy options and overseeing the preparation of recommendation
documents for consideration by Seattle City Council, This required that I learn the legal, economic,
financial, technical, and political aspects of an issue and apply that knowledge in an integrated fashion
to craft reasonable and practical policy options that optimally forged the future of a reliable water
system. I often presented to the Council and Mayor on various issues. I also served on the Board of my
Jewish community for about a total number of 15 years. During that time, i worked collaboratively with
different groups of people to develop and implement direction for the community.
