I. Director Hope gave opening remarks, thanking the Commission for its work leading up
to the final meeting.
5. PUBLIC COMMENTS
I. Public comments for virtual meetings may be emailed to

6. ALTERNATE COMMENTS
Alternate Axtelle provided comment acknowledging that the Commission was a great
experience and that she is proud of what the group accomplished. She thanked the
Commission and being able work with a talented group of individuals.
Alternate Wyatt seconded Alternate Axtelle's comments.
7. JANUARY 14 NOTES APPROVAL
The January 14 meeting notes were approved with an amendment to add a missing
word on page 3.
8. PROCESS FOR DECIDING ON POLICY RECOMMENDATIONS —Shane Hope
Director Hope gave an overview of the modified voting process for deciding on policy
recommendations based on feedback from Commissioners. Commissioners discussed
the modified voting process and approved the following decisions.
i. Commissioners passed the motion to go directly to discussion for each draft
policy (skipping the motion and second).
ii. Commissioners passed the "time option" motion, allowing a Commissioner to
extend the meeting by a certain period of time if the Commission gets close to
the target end time (9PM).
9. POLICY RECOMMENDATIONS
Commissioners discussed all draft policy recommendations and voted on whether to
make them a final recommendation for City Council. Decisions made for each
recommendation are outlined below. A summary table of all final recommendations and
vote tallies is included on the last page of these notes.
i. Missing Middle Housing in Single Family Neighborhoods: Commissioners voted
to approve this policy as a final recommendation (Yes = 9, No = 6, Abstain = 0).
Decisions on associated amendments are outlined below.
• "Meet in the Middle" Amendment: Commissioners did not pass this
motion, so the amendment will not be included in the policy
recommendation (Yes = 5, No = 10, Abstain = 0).
• "Gradual rollout of zoning augmentation in Single family Zones"
Amendment: Friendly amendment passed to include this in the
supplemental materials for this proposal.
• "Pocket Forest" Amendment: Commissioners passed this amendment,
so the amendment will be included in the policy recommendation(Yes =
8, No = 6, Abstain = 1).
• "Neighborhoods of small scale" Amendment: Commissioners did not
pass this motion, so the amendment will not be included in the policy
recommendation (Yes = 4, No = 11, Abstain = 0).
ii. Equity Housing Incentives: Commissioners voted to approve this policy as a final
recommendation (Yes = 12, No = 3, Abstain = 0).
iii. Medium -Density Single Family Housing (SR -MD): Commissioners voted to
approve this policy as a final recommendation (Yes = 12, No = 3, Abstain = 0).
Decisions on associated amendments are outlined below.
• "Pocket Forest" Amendment: Commissioners did not pass this motion,
so the amendment will not be included in the policy recommendation
(Yes = 7, No = 8, Abstain = 0).
• Amendment to remove "close to schools" from the policy language:
Commissioners did not pass this motion, so the amendment will not be
included in the policy recommendation (did not receive a second).
iv. Neighborhood Village Subarea Planning: Commissioners voted to approve this
policy as a final recommendation (Yes = 15, No = 0, Abstain = 0).
V. Cluster/Cottage Housing: Commissioners voted to approve this policy as a final
recommendation (Yes = 15, No = 0, Abstain = 0).
vi. Detached Accessory Dwelling Units: Commissioners voted to approve this
policy as a final recommendation (Yes = 13, No = 2, Abstain = 0). Decisions on
associated amendments are outlined below.
• "ADU View Impact Statement Requirement" Amendment:
Commissioners did not pass this motion, so the amendment will not be
included in the policy recommendation (Yes = 3, No = 12, Abstain = 0).
vii. Multi -Family Tax Exemption (MFTE): Commissioners voted to approve this
policy as a final recommendation (Yes = 15, No = 0, Abstain = 0). Decisions on
associated amendments are outlined below.
• Amendment to move the last bullet of the proposal to supplemental
information: Commissioners did not pass this motion, so the
amendment will not be included in the policy recommendation (Yes = 7,
No = 8, Abstain = 0).
viii. Inclusionary Zoning: Commissioners voted to approve this policy as a final
recommendation (Yes = 15, No = 0, Abstain = 0).
ix. Use of existing sales tax revenue for affordable and supportive housing:
Commissioners voted to approve this policy as a final recommendation (Yes =
15, No = 0, Abstain = 0). Decisions on associated amendments are outlined
below.
• Amendment to update proposal to remove "that have been impacted
by the coronavirus" and the second bullet and to replace with the
home repair proposal language: Commissioners did not pass this
motion, so the amendment will not be included in the policy
recommendation (did not receive a second).
X. County Implementation of Sales and Use Tax for Housing and Related Services:
Commissioners voted to approve this policy as a final recommendation (Yes = 9,
No = 3, Abstain = 2).
Xi. Edmonds-HASCO Interlocal Agreement: Commissioners voted to approve this
policy as a final recommendation (Yes = 14, No = 1, Abstain = 0).
xii. Develop Community Housing Partners: Commissioners voted to approve this
policy as a final recommendation (Yes = 15, No = 0, Abstain =0).
xiii. Multi -Family Design Standards: Commissioners voted to approve this policy as
a final recommendation (Yes = 15, No = 0, Abstain =0). Decisions on associated
amendments are outlined below.
• "An Edmonds Kind of Town home/Duplex" Amendment:
Commissioners did not pass this motion, so the amendment will not be
included in the policy recommendation (Yes = 6, No = 8, Abstain = 1).
• Friendly amendment to remove "especially to those with low to
middle income housing": This friendly amendment was approved, so
the policy recommendation language will be amended to include this
change.
xiv. Update Comprehensive Plan to Include "Parking Solutions" as a Goal in
Transportation Element Section: Commissioners voted to approve this policy as
a final recommendation (Yes = 8, No = 7, Abstain =0).
xv. Eliminate discriminatory provisions in covenants and deeds: Commissioners
voted to approve this policy as a final recommendation (Yes = 15, No = 0,
Abstain =0).
xvi. Commissioner Gladstone proposed to package remaining draft policies as
additional information with a statement to Council to distinguish them from the
Commission's policy recommendations. Commissioners voted to approve this
motion to apply to the following (Yes = 11, No = 4, Abstain =0):
• Improved Tenant Protections
• Childcare Voucher Program under the Direction of Newly Established
Human Service Manager
• Renter's Choice Security Deposit
• Low -Income Emergency Repair Program
• Property tax exemption for low income households
• Simplify Zoning Code Language
• Streamline Permitting Process.
10. TRANSMITTAL LETTER —Shane Hope
I. Director Hope gave an overview of the updated transmittal letter proposed by
Commissioner Throndsen. Commissioners voted to approve the transmittal letter with
an amendment to add a statement emphasizing the importance of the proposals that
were included as additional information, not as final recommendations.
11. WRAP-UP, NEXT STEPS AND ADJOURN — Shane Hope, Councilmember Distelhorst,
Councilmember Olson
Director Hope gave an overview of next steps Council will take with the final
recommendations. Councilmembers Distelhorst and Olson thanked the Commission for
all of their work to tackle complex housing issues and make recommendations for the
Council moving forward.
