2021-11-04 Citizens Climate Protection Committee MinCity of Edmonds - Mayors Climate Protection Committee ("CPC") Meeting Minutes November 4, 2021 Mission of the CPC is to (7) Encourage citizens to be a part of the solution, (2) Encourage City staff and citizens to conserve current resources, (3) Work with the City Council to implement ideas, and (4) Effectively address the future impacts of climate change In Attendance via zoom video call / phone: • Committee Members: Lisa Herb, Dawna Lahti, Cynthia Pruitt, David Schaefer • Council Rep: Laura Johnson • Staff: Kernen Lien • Guests: Greg Ferguson, Tana Foster 1. Call to Order, Review of Agenda, & Introductions: T.C. Richmond resigned. 2. Approval of August 2021 meeting minutes: Approved with one change to item 2.C: "Letter written by Hank" 3. City Report: Kernen Lien A. CAP Update: Draft B. Budget: Two decision packages of interest to the CPC $20,000 Climate champions and $150,000 Solar Grants C. Cheat Sheet for accessing city email. IS did not have a cheat sheet, but did pro- vide a link with instructions on the outlook webmail. Kernen will email the link to the CPC. D. SharePoint IS expressed some concern over the level of support that would be needed from IS for managing a SharePoint. Not directly related to the CPC, but support for Boards and Commissions in general. Kernen will discuss with Rob. 4. City Council Report: Laura Johnson A. Deep in budget deliberations. Two decision packages that Kernen mentioned. November 9t" public hearing and deliberations, November 16 potential budget adoption. B. Cynthia Pruitt received a flyer in the mail form the Mayor (?) with a budget mes- sage. Cynthia was wondering if it was from the Council. Mentioned solar panel and Electric Vehicle charging. Laura could not really say how much council or public support for these items. Public comments help on budget items. David asked if the CPC should express support for these items (individuals or as the CPC). C. Laura apologized for missing last meeting. She had a dental emergency. 5. Revisit Mayor Nelson Project Requests: Determine committee level of involvement A. Natural gas/methane research paper + electrification estimates for Edmonds (us- ing CAP tracking tool). 1. Synthesize research on GHG emission natural gas reduction strate- gies associated with natural gas/methane reduction and impact that are applicable to the Edmonds community. 2. Run a series of projections for the Edmonds electrification transition, us- ing the CAP tracking tool. A. Edmonds Solar Scoping 1. Research viable options for bringing solar to Edmonds. 2. Scope each option for utility including What is the level of support or resources (including time) to pursue these projects. Are you passionate about any of these? David does not have the technical expertise, seems more like a consultant project. Lisa concurs, need to rely on experts; this is way beyond what a citizens volunteer board. Dawna concurs; CPC prophetic role; not appropriate for CPC either technical ability or time. Cynthia: Bryn and Cynthia interested in the solar project. Would be a high-level review rather than a technical review. What research does the City have already? Since there is a Solar Budget item, perhaps this has already been done. CPC supports Cynthia and Bryn working on this. 6. Brainstorming Upcoming Meetings and 2022 CPC Goals: A. High-level discussion on what to focus on for what is next (December agenda and next year). 1. CAP update: 2. David - Changes in zoning, such as EV charging stations. 3. Laura — Equity issues. How do we do this without huge financial impacts to business? 4. Directors Corner next meeting? 5. Outreach. Maybe op-ed in December. 6. Lisa. Activities in the city with consistency with climate issues. Continua- tion of items where CPC members where tracking certain items (i.e. tree code, EV code). CPC just keeping a broader eye on things. 7. Dawna. The WSU program climate champions programs. 8.
