CALL TO ORDER Co -Chairman Kaleb Nichols motioned to call the meeting to order at 6:00 pm in Room 123 in the Frances Anderson Center, 700 Main St., Edmonds Secretary Owen Lee seconded that motion Motion passed unanimously Co -Chairman read the Native American Land Statement II. MINUTES - Approval of 2/5/20 Co -Chairman Kaleb Nichols moved to approve 2/5/20 meeting's minutes with no revisions Secretary Owen Lee seconded that motion Motion passed unanimously III. SECURITY ACCESS AGREEMENT CONTRACT - Shannon introduced Police Chief Lawless, here to talk about Security Access Agreement between school district and police department - Drafted by school district, so altering language will delay measures - Movement to allow police department to log into live school security footage to have a better sense of the situation started after Parkland Page 1.1.2 Question and answer about Security Access Agreement - Edmonds Police Department Representatives w/ access to footage are all officers who would be able to log into account for quick response, but this viewing would be tracked - Tactical situation is where police are immediately responding to a life -threatening situation; can be more easily identified by extensive equipment to deal with life -threatening situation - No screenshots or recordings can be taken - Has been reviewed by lawyers to make sure privacy is secured - Responding to situations, not individuals, so it shouldn't be biased by any means - Tactical situations can be defined as such by any officer - Tactical situations are identified from threats through careful investigation (for instance, differentiating social media threats from active shooter situations) - Verbal recollection of live video can be given in police report - Indemnification Clause is there to prevent litigation - Without this policy, EPD relies in witness accounts, social media, etc. and stories are always different - Theoretically decreases response times once at location of issue - It would have the most benefit for all patrol officers to have access for immediate reactions - District system, so privacy concerns would have to be addressed with district - Our school needs to address concerns about active shooter drills - Cameras are all in open areas, not classrooms or bathrooms - Footage is taped over after 14 days - Police do not have live access to any cameras in Edmonds We want to make a Public Comment at the meeting (with statement prepared by Saturday) We're also very excited to help in the selection of the future police chief! WHAT IS CITY COUNCIL DOING? - Search for new police chief - Specific focus groups included for search for new police chief - US INCLUDED!!! - We want to meet with the Mayors Climate Protection Committee - Also an event being put on by Interfaith Climate Action in April Page 1.1.3 V. ADVERTISING PLAN ASSIGNMENTS - No assignments made last meeting - Will work on advertising Kaleb has list of contacts Co -Chairman Kaleb Nichols moved to extend our meeting until 8:00 pm Secretary Owen Lee seconded that motion Motion passed unanimously VI. CLIMATE FORUM - Our topics: - Local Industry - Education in School - Individual Action - What Can City Co it Do? - Could also include Parks Department, Urban Planning, etc. at another time Co -Chairman Kaleb Nichols moved to approve these four topics Secretary Owen Lee seconded that motion Motion passed unanimously Co -Chairman Kaleb Nichols moved to revise our fourth topic "What Can City Council Do?" to "What Can City Do?" Jacob Sawyer seconded that motion Motion passed unanimously - Everyone goes to every table - Will create a more detailed plan for timing later - Assign topics over email VII. MENTAL HEALTH: TASK FORCE UPDATE - Youth advisory board in Everett wants to meet - We want to meet with them, hopefully at a midpoint because it's far away - Mill Creek also has a Youth Commission - Our goal is to create goals for a mental health taskforce between youth commissions - We are bringing a plan to add funding/change funding for mental health - We need to figure out what those changes are Page 1.1.4 We want to show that we care and did our research - Perhaps start with local governments (City Councils of each youth commission) VIII.
