Youth Commission Meeting Minutes 11/4/2020

I. Call to Order
-Chair Owen Lee read the land acknowledgment statement
-Chair Own Lee nominates Jacob Sawyer to serve as acting secretary
II. Minutes - October 21
-Chair Owen Lee makes a motion to approve the minutes for October 21st
-Motion is seconded and passes unanimously
III. Announcements & Reminders
-Watch the Mayor's budget overview
-Focus on maintaining stability with Covid
-New Waterfront Center is close to opening with construction set to end on November 24th
-City Council portion of the center can start programming in early December
-Potential new location to hold forums and provide major services
-Updated and new biographies need to be sent in with pronouns
-Youth Commission will soon have an Instagram account potentially
IV. Follow Up: 2020/2021 Commission Project Ideas
-Owen suggested continued exploration of grants for human health services
-Shannon stated that Mindy is the expert for health and human service grants
-Grants are fairly frequent funding opportunities
-Qualifications are important when it comes to financial grants

-Writing grant applications is the next step after qualifying
-Where would the money from a grant go? Grants can be given to a restricted fund within the
limits of the grant
-Grants generally have strict authorization for fund use
-Youth Commission has funds available to match any potential grants
-Owen asks commissioners for more specific ideas for projects
-Potential partnership with the Parks Department for mental health program
-City Council would need to make recommendations to the School District as well as Parks
Department
-City Council not likely the best avenue
-Brooke can research when the School District will be deciding the budget
-Budget process begins in winter
-Ideally the youth commission should contact the District Administration as soon as possible
-Virtual programs should definitely be considered
-Parks Department has resources but limited reach
-Potentially use the School District for messaging Parks Dept. programs
-Brooke: It is important to highlight that current District efforts in regards to mental health are
insufficient
-Councilmember Johnson suggests inviting School Board members to a meeting for a pitch
-City Contacts have the ability to contact School Board members for a meeting
-Contact with the School District should be cooperative rather than confrontational
-Youth Commission does not need a complete program for the School Board presentation, but
complete ideas would help greatly
-This is a brainstorming opportunity
-Owen: Commissioners should email in their suggestions for potential improvements in
resources and availability
V. Approval & Edits to City Request
-Websites would need to be updated for implementation
-Background could potentially use more detail
-Timeframe would likely not take very long
-Bios on website might be future plan due to website transition
-Add zoom to the request?
-Greater range of individuals on the boards who don't have the same exposure
-Suggest or encourage is better wording than require in regards to pronouns
-Likely recommendation would have a better reception
-Great opportunity for cooperation with the Diversity Commission
-Commissioner Finn offers to build on an explanation

-Commission will compile a list of edits to send to Brook
-Key to differentiate appearance from pronouns
-Finn: Creates a more welcoming environment for Trans and Gender Non -Conforming people
-Highlight the proposition as a meaningful change rather than a trend
-Ideally, the final upload should be a Google Doc. which attributes changes and additions
-Potentially set a timeline for changes?
-Come back to shared document to go over changes
VI. Police Chief Interview Question Brainstorming
-Two current candidates for Police Chief
- We need to narrow down the questions
-Question 1: Good question, but broad
-Question 2: More of a summary question
-Question 3: People questions are more important than business questions
-Question 4: The question is worded confusingly -ask for clarification
-Question 5: Important to address diversity
-Question 6: Very important to go over hiring practices
-Try to access broader overall goals
-Question 7: important specify on the discipline of officers
-Question 8: Good question
-Question 9: Really important to cover the culture of policing
-Question 10: Collaboration with other local facilities
-Question 11: Limited action police can take in homelessness crisis too situational
-Question 12: Potentially combine with question 8
-Question 13: Question should be split
-Question 14: Important question due to how contentious it is, make the question less loaded
so it includes both points of view
-Question 15: Oddly specific and does not correlate to existing programs
-Question 16: Good question
-Question 17: Question relating to the Judicial Dept.
-Question 18: A little too broad but a good way to weed out candidates
-Question 19: Way too broad to properly cover
-Question 20: Good Q
VII: What Has City Council Been Covering
-Focus on the budget
-Dealing with land use legislation and decisions
