Background/History
The nine Edmonds Diversity Commission members were originally appointed on October 27, 2015 for
staggered 1-, 2- and 3-year terms. As of 1/1/22 Positions 7, 8 and 9 become available for full terms that
run until December 31, 2024. The position openings were advertised via local media, and previous
applicants were also notified. Seven applications were received and reviewed. Six applicants were
interviewed by the Commission at their regular meeting on November 3, 2021. Pursuant to ECC
10.65.020(B), new appointments to the Diversity Commission shall be made by the seated
Commissioners, subject to confirmation by the City Council
Staff Recommendation
Interview Elaine Helm, Gracelynn Shibayama, and Robert White for consideration of appointment to the
Edmonds Diversity Commission for terms scheduled to expire 12/31/24 and forward confirmation to the
11/23/21 Consent Agenda for approval.
Narrative
Of the new and previous applications received by the City for consideration to fill the open positions, six
applicants were interviewed by the Diversity Commissioners. The Commission voted to appoint Elaine
Helm, Gracelynn Shibayama, and Robert White for terms scheduled to expire 12/31/24, subject to City
Council confirmation. (Their applications are attached here.)

Why are you seeking this appointment? I'm interested in helping strengthen our community in Edmonds and creating
a more welcoming, inclusive, and equitable place to live. We need meaningful change, particularly regarding structures
that uphold inequity. I'm committed to collaborative problem solving, led by historically underestimated voices.
