ANDREA PETZEL: BROADVIEW PLANNING ➢ Andrea Petzel: Broadview planning consultant (email: andreaC@broadviewplanning.com) ➢ Wants to talk to us about community engagement in Edmonds ➢ Wants to do gap analysis on comprehensive plan in advance of the update process ➢ With us, she is looking at: o How climate shows up in comp. plan o How the city has done community engagement (what has worked and what hasn't) ➢ Wants to elevate youth voices in the process ➢ Wants to know how we as individuals and how the Commission participate with community engagement ➢ What is the comprehensive plan? o Drives community development o Includes plans for sustainability, land use, housing, economic development, cultural, utilities, parks prose -plan, etc. o Is a vision of how we want Edmonds to change and grow o It has to be updated periodically o Goal is to engage w/ community well in the next iteration of the comp. plan update ➢ How does the Youth Commission engage in the community? o Shannon: engagement amongst teens is a challenge we are aware of ■ So, the Youth Commission has tried other different ways to achieve community engagement amongst youth ■ We have the ability to talk to our peer group and get others involved in city government o Owen: Instagram for engagement w/ youth ■ Still need a more robust Instagram presence ■ Instagram is super effective for school information, want to try to achieve the same thing w/ the Commission ■ Word of mouth has worked to get friends to participate in community and Youth Commission activities o Brooke: a pros -plan representative, engages more w/ community through that o Owen: has represented commission w/ police chief, selection of artist for redoing civic park ■ Fact that they want us to contribute shows that the city does value our engagement as a Commission w/in the community ■ However, hard to make voice heard in these meetings w/ adults and city officials ■ Would have felt more comfortable, as a teen representative, w/ one-on-one conversations o Shannon: pronoun presentation shows our engagement ➢ What does equity mean to you? o In general, we feel it means: ■ A level playing field ■ Equal opportunities, fair access to resources ■ Addressing marginalized voices ■ Providing what people need ■ Equity at all stages of a process ➢ There is a need for equitable access to power and resources and a need to create safe and open spaces where people feel they can be heard -- how can we make the outreach process authentic? o Shannon: translations help w/ equity in community engagement o We can't only reach out to communities when we want them to do something; marginalized communities can already have so much in their lives that providing input to a pros -plan is not their top priority o Outreach is often inauthentic ; it's what WE want, not what marginalized community members NEED o Ways to reach out to teens for input on the comp. plan: ■ Have a Youth Commission only session to gather youth input on the comp. Plan (more comfortable environment if it is a meeting only w/ the Youth Commission) ■ Reach out to groups of youth that have politically active clubs where its likely to find politically active people and representatives for input VII. WLYAC & OFFICE OF EQUITY TASKFORCE MEETING REPRESENTATIVES - BROOK ➢ High schoolers advising state legislature on bills ➢ They are collaborating w/ Washington State Office of Equity o Dr. Karen Johnson is the director of the Office of Equity ➢ There will be quarterly meetings to engage in social justice discussion w/ her ➢ We want one representative to attend quarterly meetings w/ 2 alternates o Audrey - alternate o Mara - alternate o Sam - representative VIII. COMMITTEE GOAL SETTING AND SHARE -OUT ➢ Youth in Government Committee: o Want to make weekly Instagram posts about critical topics the council is covering ■ Add a link to linktree w/ council information o Start review process w/ intro to youth in government guide ■ Want councilmember input ■ Will finish in upcoming two weeks before retreat ■ Going to present during the retreat ■ Decide how to publicize: booklet? social media posts? o Start a Youth Court? ➢ Environmental Committee o Start planning things after school semester o Look for Commission volunteer opportunities o Want to increased Recycling awareness in school o Starting to plan Earth Day event ■ Get a lot of youth to participate in clean-up event (maybe organize it ourselves, or promote a city one) ■ Get in contact w/ park department environmental clubs (EWHS: Environmentalist Club, Students Saving Salmon) ➢ Mental Health Committee o Current goal is to reorganize the mental health resources on the Edmonds city website ■ Create lists of local mental health resources ■ Make a plan for where the mental health resources should appear on the website; consolidate pages, make them easier to find o Get in contact with the school district about mental health education Owen made a motion to remove the New Year Activity from the agenda; Brook Roberts seconded the motion.
