2022-01-06 Citizens Climate Protection Committee MinCity of Edmonds - Mayors Climate Protection Committee ("CPC") Meeting Minutes January 6, 2022 Mission of the CPC is to (7) Encourage citizens to be a part of the solution, (2) Encourage City staff and citizens to conserve current resources, (3) Work with the City Council to implement ideas, and (4) Effectively address the future impacts of climate change In Attendance via zoom video call / phone: • Committee Members: Bryn Chighizola, Cynthia Pruitt, Hank Landau, Dawna Lahti, David Schaefer • Council Rep: Susan Paine • Staff: Susan McLaughlin, Kernen Lien • Guests: Greg Ferguson 1. Call to Order, Review of Agenda, & Introductions: 2. Check -in: a. Meeting minutes approved with following changes: 1) item 4b first sentence — form should be from, and question mark removed. 2) 4b second sentence — de- leted. 3) item 5b2 — deleted b. CPC member recruitment: Kernen will track down the recruiting postcard. Hank asked if Greg Ferguson wanted to be a member. Greg expressed interest but concerned there may be a conflict in regards to the column he writes for the Bea- con. CPC was not concerned with a disclaimer on the articles. Cynthia noted an attendee at the last meeting was interested in joining. Cynthia also noted previ- ous conversations about expanding the diversity of the CPC (age, opinions, and traditional diversity.) Word of mouth recruiting. Hand suggested reaching out to students saving salmon as individuals that might have some interest. Greg also suggested reaching out to Edmonds stewards. 3. Mayor Nelson Project Requests a. Natural gas/methane research paper + electrification estimates for Edmonds — out of scope for CPC b. Edmonds Solar Scoping: Greg and Cynthia working on document. David men- tioned the solar grant budget item and what role the CPC could play in that pro- gram. Susan M. can put together a program and follow-up with CPC for review. 4. City Report: Kernen a. Updates — shared folder, CAP progress, Edmonds Climate Champions: i. Kernen will try to setup a shared folder group and will email link to web email access. ii. Kernen provided progress report on the CAP update. ESA is writing the draft CAP and has provided the City a few sections for review. A solid complete draft is expected by the end of January. For the next phase of outreach, the City intends to publish the draft report for review, conduct another survey, and do targeted outreach with stakeholder groups focus- ing on equity issues and the development community. iii. Climate Champions. Cynthia asked what success looks like for us. By Feb- ruary, see who participates in Shoreline. Do we want to preach to the choir or reach out to those on the fence? Susan M. thinks reaching out to youth or having a youth focus is a good idea. Include some challenges and take to the next level. Include the Youth Commission and Diversity Commission and possibly topics of controversy. Concurrence from the CPC on getting youth involved. 5. City Council Report: Susan Paine a. Susan Paine is the new council representative to the CPC. Vivian Olson is council president with Diane Buckshnis as president pro-tem. Discussing virtual/in- person/hybrid council meetings. Electric vehicle charging standards and bicycle parking standards code changes will be on the January 25 agenda for council re- view. Multi -family design standards coming through the ADB and Planning Board. Can help address sustainability and climate change. 6. Guest Introductions: Introduction of Development Services Director Susan McLaughlin. Susan shared a bit about herself and her background. 7. Meeting Recap and Next Month Agenda: a. Climate Champions brainstorming b. Recruitment c. Meeting time change d. CAP update e. Annual report to Council 8. Public Comment: Greg Ferguson spoke about the Parks Department PROS Plan. He drafted a letter regarding parks considering climate in the PROS plan. Greg noted that parks staff said climate change will be addressed. CPC should review the draft. Hank hopes walking and bicycling is included in the plan. 9. The meeting adjourned at 9:46 am. Next meeting, February 3, 2022 @ 8:30 am.
