AN ORDINANCE OF THE CITY OF EDMONDS,
WASHINGTON, CHANGING THE REGULAR MEETING
TIMES OF CITY COUNCIL COMMITTEE MEETINGS, AND
AMENDING ECC 1.04.020 RELATED TO RECESSED
MEETINGS AND CONTINUANCES
WHEREAS, the city council has the power to organize and regulate its internal affairs
under RCW 35A.11.020; and
WHEREAS, the city council has determined that regular city council committee meetings
should occur at different times on the second Tuesday of each month; and
WHEREAS, the city council has determined that state law adequately addresses the process
for adjournments (RCW 42.30.090) and continuances (RCW 42.30.100) of city council meetings
and that city code language should essentially refer to state law to ensure consistency; NOW,
THEREFORE,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO ORDAIN
AS FOLLOWS:
Section 1. Section 1.04.010 of the Edmonds City Code, entitled "Regular public meeting
time and days," is hereby amended to read as follows (new text is shown in underline; deleted text
is shown in sti-i -o_tlii-augk):
1.04.010 Regular public meeting time and days.
A. Full Council. Regular meetings of the city council shall be held on every Tuesday of
every month, except for the second and fifth Tuesdays of a month, at 7:00 p.m. Regular
meetings of the city council shall be held as a hybrid meeting that is accessible both
virtually and in -person and where the in -person component is conducted in the Council
Chambers, Public Safety Complex, 250 Fifth Avenue N., Edmonds, Washington. Council
meetings shall adjourn no later than 10:00 p.m. on the day initiated unless such
adjournment is extended by an affirmative vote of a majority of the council as a whole
plus one.
B. Council Committees. The city council shall have the following standing committees:
finance; parks and public works ("PPW"); public safety, planning and personnel ("PSPP").
Regular meetings of the city council standing committees shall be held on the second
Tuesday of every month Councilmembers and staff may attend all committee meetings
virtually. Members of the public inay view the meeting virtually from their own device or

committee meeting times shall be as follows: (1) PSPP shall commence at 4:305-00 p.m.
and end at 5:306-00 p.m.; (2) Finance shall commence at 5:306+00 p.m. and end at 7:30
p.m.; and (3) PPW shall commence at 7:30 p.m. and end at 9:30 p.m. At least the audio

Section 2. Section 1.04.020 of the Edmonds City Code, entitled "Recessed meetings and
continuances," is hereby amended to read as follows (new text is shown in underline; deleted text
is shown in strike thr-...g ):
1.04.020 Adiourned.Reeessed meetings and continuances.
In the event the city council is unable to complete its agenda during any regular or special
meeting on any Tuesday, it may adiourn recess the meeting in accordance with state law
eemineneement of the meeting for- which the agenda Was ineemplet . Any hearing
conducted by the city council may be similarly continued. Nothing herein shall be
construed to prevent the city council from continuing any item before it in public meeting
to a future regularly scheduled Tuesday meeting of the city council.
Section 3. Severabilily. If any section, subsection, clause, sentence, or phrase of this
ordinance should be held invalid or unconstitutional, such decision shall not affect the validity of
the remaining portions of this ordinance.
Section 4. Effective Date. This ordinance, being an exercise of a power specifically
delegated to the City legislative body, is not subject to referendum and shall take effect five (5)
days after passage and publication of an approved summary thereof consisting of the title.
