Update of COBRA policy to address death of an employee

Background/History
The recent death of an employee has highlighted the fact that the City should consider putting in place a
compassionate policy that would provide COBRA health care benefits paid for by the City to the family
members of the deceased who were on the employee's health insurance at the time of death.
This policy will be added as a section to the City's existing COBRA policy.
Staff Recommendation
Review and approve the policy.
Narrative
When an active employee dies, the surviving spouse and surviving dependents who are on the
employee's active health insurance (Medical, Dental, Vision) at the time of the employee's death, will
receive three (3) months of health care coverage paid for by the City. The surviving spouse and
dependents must enroll in COBRA health insurance in compliance with COBRA regulations in order to
receive this benefit from the City.
The City will pay for the cost of COBRA directly to the COBRA administrator.

7.10.1 Death Of An Employee and COBRA
Purpose
The City recognizes that in the event of an employee's death, the surviving family members will
be impacted by the loss of health insurance coverage and additional costs of COBRA required to
continue such coverage. In order to assist the surviving family members with this transition the
City has enacted the following policy.
When an active employee dies, the surviving spouse and surviving dependents who are
enrolled in the employee's active health insurance (Medical, Dental, Vision) at the time of the
employee's death, will receive up to three (3) months of Continuation of Health Coverage
(COBRA) paid for by the City. In order to receive this benefit from the City the surviving spouse
and dependents must enroll in COBRA in compliance with COBRA regulations and per the City's
COBRA administrator requirements.
The City will pay for the cost of COBRA directly to the COBRA administrator.
