She was awarded a Marshall Scholarship by the British government to earn a B.A./M.A. degree from Cambridge University, England. She began her career as a diplomat in the U.S. Foreign Service. Fluent in Urdu, Ann served in Lahore, Pakistan and on the Bangladesh desk of the State Department before becoming the first woman staff assistant in the Near East South Asia Bureau. In that position she supported Henry Kissinger's shuttle diplomacy in the Middle East and supervised the flow of reporting and memoranda for other hot spots in the region. After study at the Army Russian Institute in Garmisch-Partenkirchen, Ann married fellow Foreign Service Officer Lew Macfarlane. She served on the Soviet desk before resigning her commission to devote herself to their family in the Congo, Tanzania, and Kathmandu. The Macfarlanes returned to Seattle, Lew's native city, with their three sons. Ann became a professional translator and was elected President of the American Translators Association. She then served as Executive Director of the National Association of Judiciary Interpreters and Translators before becoming a partner with Andrew Estep as an owner of ERGA, Inc., an association management company, from 2007 to 2014. Ann and Andrew developed "Jurassic Parliament" as a way of helping people run productive meetings. Their approach makes Robert's Rules of Order understandable, enjoyable, and easy to learn. Packet Pg. 4 5.1.b Jurassic Parliament Mastvingmeetings using Ro d, Rules Quorum • The "quorum" is the minimum number of voting members who must be present for business to be done. • Usually it is a majority (more than half) of the members in office —the members who are actually serving on the council. • "Quorum" is different from "votes cast." • If you lose your quorum, you can't do business. 7 Jurassic ParliamentMnst ring meetingsusing RnbertsRnies Agenda • Prepared by leadership, but within control of council (subject to notice requirements, of course). • Robert's Rules says that if you follow the standard "Order of Business," you don't need to vote to adopt an agenda. • However, many bodies do vote. Takes a majority vote to adopt, and a 2/3 vote to change later in the meeting. Jurassic Parliament Ms 1ingmeetingsusing Ro 1's Rules Regular agenda/consent agenda Question: What's the difference between the regular agenda and the consent agenda? • The regular agenda lays out the items to be taken up at a particular meeting. • It follows your "Order of Business" • The agenda may include, as a single item, "Adoption of the consent agenda" 11 0 10 12 f urassic Parliament Mast ring meetings using R-1, Rules Serial meeting • Local government bodies must not create a "walking quorum" or a "serial meeting" • When members of the body talk or email with each other outside of meetings, such that a quorum is discussing the body's business, the Open Public Meetings Act has been violated. • You can talk to other people, as long as the number is less than a quorum. Jurrassic Parliamentmast ring meetings using Robert's Rules Simplified Standard Order of Business • Approval of minutes • Officers' remarks and reports • Committee reports • Unfinished business (not "old" business) • New business (if your city includes this) ,f urrassic Parliament Mast mgmeeting—mgR-1I Rules Consent agenda • A "consent agenda" lists routine items that are expected not to be controversial. • When the agenda is up for approval, any member may request that an item be removed from the consent agenda. • The item is then placed at its proper place in the regular agenda. Packet Pg. 5 2 5.1.b Jurassic Parliament Ma. „gmee g, , gaoeen,a e, Consent agenda • The consent agenda CANNOT BE DISCUSSED OR DEBATED. • It is adopted with a single vote. • The minutes must list all the items that were approved. For example, if a committee appointment is made, the name of the individual and their committee should be included in the minutes. 13 Jurassic Parliament Ma „gmee g: , gRoeen,a e, WHY? • A vote to APPROVE, ADOPT or ACCEPT a report means that the body accepts the report and its recommendations in their entirety. • You have no way of verifying that the financial report is correct. • You will vote to approve an auditor's report at the end of the year. 15 Jurassic Parliament „gmee g: , gRoeen,a e, Don't include written public comment in consent agenda • Again, the council cannot take action on written public comment. • Such comment can simply be included in the packet for informational purposes. 17 14 16 18 J u"rass i c Parliament gm Ingsul gknLertY ku e.
