early 2021.
Staff Recommendation
Interview candidate Samuel Spencer for appointment to HPC open position #8, Citizen.
Narrative
Candidate Samuel Spencer applied for one of the open "citizen" positions on the HPC. After review of his
application by Mayor Nelson and staff, Mayor Nelson interviewed Mr. Spencer and is recommending his
appointment to the Historic Preservation Commission.

Narrative
After review of Ms. Nishiyama's application and resume by Mayor Nelson, staff liaison, and a member of
the Sister City Commission, Mayor Nelson interviewed Ms. Nishiyama and is recommending her

Occupational status and background
Occupational status: I sold my house in Seattle where I lived for 41 years and
purchased a condominium in Edmonds. I moved into my new home in 2021 and
have been enjoying my retirement in a smaller, artistic and friendlier city that
reminds me of my native city, Kobe, Japan. I teach American Mahjong class twice
a week and Japanese Language and Culture class once a week at Edmonds
Waterfront Center for Parks, Recreation and Culture Service of the City of
Edmonds. Also, the City of Edmonds and I put the Drop -in Mahjong program
together for the graduates of my Mahjong class to be able to continue and enjoy
playing Mahjong at the beautiful Edmonds Waterfront Center.

• I majored in English Literature.
• I received a Teaching Certificate for Junior High School.
• I was awarded a foreign student scholarship from Seattle Pacific University.

• I majored in Office Management.
• I completed a 2-year course and received a certificate in Office
Management.

Hyatt Regency and Hilton Hotels which were in need of training new
employees to be sent to Japan.

wholesale shop of Scrapbooking products from USA.
+ I wrote the very first Scrapbooking instruction manual in Japanese and
trained 240 ladies t❑ be a scrapbooking instructor as well as an
independent business owner.

• I accepted a job as an overseas sales agent and stayed additional 3 years in
Tokyo, Japan.
• I continued to teach a Scrapbooking class in Tokyo, Japan.

School program of several elementary schools in the Northeast areas of
Seattle.

Why are You seeking this appointment?
I devoted my time and energy to Kobe and Seattle Sister City relationship for
many years. Edmonds is now my home, and since I realized Edmonds had had an
established sister city relationship with Hekinan City in Japan, I felt in my heart
that I would enjoy working with the Sister City Commission by offering my long
and extensive experiences in the area of teaching, Kobe and Seattle Sister City
activities and import and export business and customers relationship between
USA and Japan as well as an intimate knowledge of culture, customs and language
of Ja pa n.

My nephew's wife was born and raised in the southern part ❑f Nagoya City, and
the Hekinan City was one of her playgrounds while she was growing up. I have
heard so much about the city from her, and although I have never visited there, I
feel like I've known the city intimately and will be thrilled to get involved in the
sister city activities between two cities which I have such a personal and intimate
connection with.
What skills and knowledge do you have to meet the selection criteria?
I was born, raised in Japan and educated both in Japan and USA. For 58 years, I
lived and worked in Seattle. However, I have never lost contact with Japan. I still
talk to my family members, school and church friends on the phone several times
a month. Through teaching Japanese language and culture for years, I have kept
up with the language, customs, politics and current events of Japan.
My professional backgrounds are in the fields that were all related to the business
activities between USA and Japan. My experience was often extended to an
exclusive work with legal teams to set up business deals, to negotiate contracts,
to hire staff as well as acting as an interpreter and advisor to the companies that
were involved on both sides.
I have actively been involved in nonprofit/civic organizations that are also
involved in promoting cultural exchange between Japan and USA. I have seen the
value of getting involved in host family and exchange student programs and
believed that is the most effective way to create future leaders who would
instinctively appreciate the value of international collaboration, understanding
and empathy.
I sincerely believe my long and extensive experiences in the fields of business,
customer relationship and cultural exchange between Japan and USA can be
effectively used to assist the relationship between Hekinan city and the City of
Edmonds.

Background/History
As set out in ECC Chapter 10.70, the Edmonds Lodging Tax Advisory Committee (LTAC) is comprised of
five members: a City Council member, two members representing the lodging industry that generates
the funds, and two members representing attractions or organizations authorized to use or be
supported by the lodging tax funds. Members serve one-year terms and may be re -appointed each year
by City Council. Committee member Benjamin Mason, General Manager of the Best Western Plus
Harbor Inn, is no longer employed with the hotel leaving an open position for a Tax Provider on the
Committee. Appointment of a new member would fill this position for the remainder of its term, until
12/31/2022 and be eligible for reappointment in 2023 for another 1-year term.
Staff Recommendation
Interview Gillian Young, applicant for appointment to the Edmonds Lodging Tax Advisory Committee, for
the remainder of a term scheduled to expire on 12/31/2022.

Ms. Young is the current Sales & Marketing Rep for the Best Western Plus Harbor Inn and submitted her
application on May 1, 2022 for open position #1 Tax Provider (attached).
