Establish Process for Filling Council Vacancy - Position #7 (30 min) ADJOURNMENT Edmonds City Council Agenda September 20, 2022 Page 1 4.1 City Council Agenda Item Meeting Date: 09/20/2022 Establish Process for Filling Council Vacancy - Position #7 Staff Lead: Council President Olson Department: City Council Preparer: Beckie Peterson Background/History One week after Council vacancy for Position #1 was filled, Council Position #7 was vacated by the resignation of Councilmember Laura Johnson, effective September 13, 2022. Recommendation Approve the proposed process and timeline for filling the vacancy for Position #7. Narrative The appointment of a councilmember to Vacancy Position #7 is a separate, new selection process, and will not be a continuation of the process to fill Position #1. However, applicants who previously applied to Position #1 are eligible for consideration for Position #7, and are reflected in the proposed process and timeline as follows: The Application and Information Sheet used for the previous process will be used again (attached, will be updated to reflect Position #7, administrative contacts, timeline details to be determined by Council, and adding date of birth to application). The supplemental questions or the application will be the same. Previous applicants to Position #1 may request by email to the council executive assistant Beckie.Peterson@edmondswa.gov that their previous application with attachments of questions, resume and/or coverletter be considered in the process for Position #7. Proposed timeline: a. The application will be posted to the city website and a media release will be issued between September 21 and September 23. b. The deadline for applications will be noon on Wednesday, October 5. C. Councilmembers will receive the redacted applications for the Position #7 vacancy in the October 11th agenda packet for the PSPHSP Committee. The Interview Process - The same interview questions will be used again (attached). Newly appointed CM Teitzel will ask CM Laura Johnson's question of each of the candidates. Previous applicants' interviews are available on the city website for review by councilmembers and the public (Special Meetings on August 27 and August 29). All new applicants will be interviewed. Proposed timeline: Interviews for new candidates will be conducted in Special Meeting(s) between October 12 - October 15. Councilmember Susan Paine - Last year, there was a lot of community engagement on Streateries, what is your opinion about Streateries and using city streets for non -vehicle purposes? Councilmember Vivian Olson - Council demands are significant year round (minimum 20 hours per week, many of us work much more), with the budget season immediately ahead (Oct and November) being the most demanding. Are you and your family (and your employer if you work another job) aware of the significant demands of the councilmember role, and are you and all other stakeholders for your time willing to make the sacrifices for you to perform well in the role? Councilmember Will Chen - What is your understanding of the concept of ONE Edmonds with different unique neighborhoods and how can our city equitably deploy its resources for different neighborhoods? Neighborhoods such as Lake Ballinger, Five corners, Perrinvillle, Seaview, Maplewood, Talbot, the bowl, Emerald hills, Westgate, Firdale Village, and Hickman Park. Packet Pg. 6 4.1.d COUNCIL VACANCY NOMINATION PROCEDURE Nominations Each Councilmember may nominate one candidate from the list of applicants by placing an "X" beside the name of the applicant of his or her choice on the form supplied for that purpose by the City Clerk. The City Clerk will announce and maintain a permanent record of the nominations and of the Councilmember nominating each candidate. The Election Each Councilmember may vote for one candidate by placing an "X" beside the name of the candidate of his or her choice on the ballot supplied for that purpose by the City Clerk. The City Clerk will announce and maintain a permanent record of each ballot and who voted for each candidate. A Deadlock A deadlock occurs after each Councilmember votes the same way on three consecutive ballots. In the event the City Council should deadlock, then previous nominations are declared null and void and the Council may begin a new round of nominations. Packet Pg. 7
