EDMONDS CITY COUNCIL
On October 2, 2018, the Edmonds City Council will hold a public hearing regarding the
following issue:
Public hearing before the City Council on proposed Edmonds Community
Development Code (ECDC) amendments related to modifying the City's quasi-
judicial decision making process so that the City Council is not directly involved in
permit decision -making or appeals; the Council may represent its citizens in
appeals and its legislative role is retained. Primarily this involves amending
Chapter 20.01 ECDC — Types of Development Project Permits, Chapter 20.75 ECDC
— Subdivisions. The amendment also will require updating several references
throughout the ECDC for consistency purposes. Other proposed amendments
related to permit processes include combining Chapters 20.06 & 20.07 ECDC (Open
Public Record Hearings and Closed Record Appeals) into a single chapter under
Chapter 20.06 ECDC Public Hearings, removing ECDC 20.100.040 Review of
Approved Permits as this section is not consistent with state law, and changing
Development Agreements from a Type V legislative process to a Type IV quasi-
judicial process.
The City Council meeting will begin at 7:00 p.m. at the Council Chambers, Public
Safety Complex, 250 5th Avenue North, Edmonds, Washington. At the time and place
stated above, all interested parties will be heard, however, there will be a time restriction
for oral comment. Written comments are welcomed prior to or at the public hearing.
If the item is continued to another date because it is not completed, or further information
is needed, the date of the continuation will be announced only at the meeting. Additional
