Background/History
Harold (goes by Dar) Williams II was a 2015 student delegate with the Edmonds/Hekinan student
exchange program. Dar has been interested in Japan and the Japanese culture for many years. After
visiting Japan with the 2015 student exchange, Dar chose to minor in Japanese. He has been involved
with the Sister City Commission since the 2015 exchange and initially applied for the position of Student
Representative to the Commission but since he is not an Edmonds resident he is not eligible for that
position. He is, however, eligible to apply as a Commissioner as the Commission has no residency
requirements. After discussing this option with Dar he decided that he would like to be considered for a
Commissioner position so Mayor Earling interviewed him. We did not request that Dar fill -out a
standard Boards & Commissions application since the two applications generally ask the same
questions.
Staff Recommendation
Recommending appointment of Harold (Dar) Williams II to the position of Sister City Commissioner,
position #1.
Narrative
After interviewing Dar Williams, Mayor Earling is recommending his appointment to the Sister City
Commission. Dar has a long history of interest in the Japanese culture, has traveled to Japan, hosted an
exchange student from Japan and has spent many hours supporting the Sister City Commission.

Why are you seeking this appointment? To help the Commission make the exchange program a
better and smoother experience for all those involved. To also promote the exchange program to those in the Edmonds area.
1 really want to get students in the High Schools especially to visit Japan to have the same experience that
I had; as there is a great interest for Japan in this area and among people my age. Money is mostly always
a problem but this program provides a cheaper alternative that I know many would want to know about if
the opportunity arose. I would also love to host any Hekinan Citizens if I could have the chance to do that because
the most valuable parts of this program to me is the ability to meet so many different diverse people
What skills and knowledge are you hoping to learn or improve upon with this appointment? I hope to gain more under-
standing of how business and government works while also being involved in the process. I also aim to gain more of an
understanding of Hekinan's relationship with Edmonds to learn more about Hekinan and Japan in general.
Being in this type of role would really allow me to learn many leadership traits along with money managem-
ent, Which is what makes this trip a reality and so affordable relative to going by yourself. Time Manage-
ment was something I was really impressed by in both sides of the delegations and I hope with time I could
get better at that just by helping to organize events, parties and gatherings.
What would you like to contribute as the Student Representative to the Edmonds Sister City Commission? I strive to be someone
who can speak a groat amount of Japanese to help translate if need be. I know I can provide unique ideas and places that
the Hekinan students would love to go or do in the Puget Sound area. I really want to have as many inter-
actions between the Americans and the Japanese to learn about a new culture, a new side of the world, and
to show that despite all of our differences we can all be friends and learn something new from each other
